Background

Duties and Responsibilities

Under the direct supervision of overall supervision of Monitoring & Evaluation Analyst and guidance of UNDP Deputy Country Director/ Programme the national UN Volunteer will undertake the following tasks:
  • Support Health programme projects in research and reporting evidence based development results as strongly and accurately as possible; 
  • Support in producing result reports targeted to both internal and external audience (project, programme and CO reports including ROAR, Atlas, IATI, UNIFO and others). 
  • Undertake/ensure high quality of research in various areas including health, democratic governance, poverty reduction, and disaster resilience. 
  • Use of social media and other feedback loop mechanisms to improve project/programme design. 
  • Assist in research, analysis to projects on developing data collection methods, data analysis, empirical research design including RCTs, counterfactuals. 
  • Support organizing trainings for UNDP Ukraine health portfolio and partners on results-based management techniques and tools; 
  • Support efficient cooperation with Governmental and nongovernmental organizations and contribute specifically to the networking with patient organizations in Ukraine and abroad
  • Contribute to the development and adaptation of tools and guidance and training materials on M&E in health and related areas; 
  • Support health programme and project staff in planning and implementing M&E tools (surveys, as-sessments, research works, etc.) following UNDP standards; 
  • Provide required M&E support to the Health programme and projects (in drafting the M&E component of project proposals, results frameworks, M&E Plans, updating project information online, archiving, etc.).
  • Perform other responsibilities as deemed necessary by the direct supervisor and the Programme management.  
 
Furthermore, UN Volunteers are required to: 
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
 
Results/Expected Output:
  • Enhanced quality documentation, planning and reporting results (project proposals and reports, M&E plans, ROAR, research and evaluation documents).
  • Other analytical products on health and relevant fields. 
  • Knowledge Management & Capacity Building on M&E and research for UNDP and partners.

Competencies

Education
Graduate-level degree programme in Economics, Health, Development Studies, Communications, Public Policy, Public Administration, ICT or any other relevant discipline.
 
Language Requirements 
Excellent oral and written English language skills (ability to write well for international audience). 
Fluent oral and written Ukrainian and Russian language skills. 
 

Required Skills and Experience

Good understanding of research methods (quantitative and qualitative) and strong research skills;
Good knowledge of monitoring and evaluation tools is required, in particular results based management and impact evaluations;
Experience in the usage of computers and office software packages, experience in handling of web based and database management systems. 
Eagerness to learn about UNDP practice areas and their application on national, regional and international level; 
Willingness to participate in all aspects of UNDP programme activities; 
Proven knowledge of current issues and innovation in results-oriented monitoring, including trends, principles, and methodology;
Excellent interpersonal, networking and communication skills;
Capable of learning new knowledge and skills in limited time; 
Able to work under pressure and prioritize work tasks;
Respect for diversity and adaptability to other cultures, environments and living conditions.
Applicant must be a citizen of Ukraine or legally resident in Ukraine including work permit.
Applicant must reach 22 y.o. or older as of recruitment date.
