Background

UNODC Regional Office for Central Asia (ROCA) is implementing the Programme for Central Asia 2015 – 2019, covering all region countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. This Programme is the overarching strategic framework under which UNODC provides technical assistance within the Central Asian States. It has 4 sub-programmes relating to a) countering transnational organized crime, illicit drug trafficking and preventing terrorism; b) criminal justice, crime prevention and integrity; c) drug prevention, treatment and reintegration and HIV prevention; and d) research and trend analysis.

ROCA seeks to strengthen criminal justice systems in accordance with international standards and norms and network the Central Asian law enforcement agencies through providing platforms for collective response to counter illicit drugs, diversion of precursor chemicals, transnational and organized crime. This technical assistance is provided in close partnership with the Justice Section (JS) and Terrorism Prevention Branch (TPB) of UNODC. UNODC does this by providing legal advice to Member States to become parties to the international legal instruments related to terrorism, by assisting States to incorporate their provisions into national legislations, by providing training to criminal justice officials and assistance to strengthen national institutions dealing with terrorism.

This position is located in UNODC Regional Office for Central Asia, Tashkent. The incumbent will provide policy, programme management and technical guidance of UNODC activities in the area of preventing and countering terrorism as well to strengthen the capacity of criminal justice systems.

Duties and Responsibilities

National Programme Officer on Terrorism Prevention and Criminal Justice will work under the overall supervision and policy guidance of the UNODC Regional Representative for Central Asia, and the direct supervision of the of the Sub-Programme 1 and Sub-Programme 2 Coordinators and within assigned authority will be responsible for the following specific duties:

  • Prepare draft reports, official correspondence and project documentation, in particular detailed work plans and periodic progress reports of the assigned programmatic activities.
  • Support, organize and participate in advocacy events, round tables, expert group meetings, training workshops and other meetings related to terrorism prevention, criminal justice reform, AML/CFT.
  • Develop and maintain working networks and partnerships with the government agencies, civil society, private sector and other development organisations in the subject area; liaise with government stakeholders and other partners to ensure proper coordination and partnership in common development efforts.
  • Draft a situational analysis on the normative and administrative challenges related to Foreign Terrorist Fighters and implementation of UNSC resolution 2178(2014).
  • Contribute to the preparation and organization of bilateral meetings to be coordinated by the lead officers.
  • Research and maintain relevant information, documents and files of the project component.
  • Maintain filing and record keeping of all relevant documents of the project component.
  • Provide guidance in delivering normative, analytical and operational assistance to countries of Central Asia for strengthening the effectiveness, fairness and accountability of their criminal justice institutions to tackle crime, corruption and terrorism.
  • Provide guidance in developing and implementing the methodological framework for the realization of the respective ROCA Sub-programme components in the field of terrorism and criminal justice.
  • Represent the ROCA Programme, if delegated and required on behalf of UNODC, vis-a-vis other UN organizations in Uzbekistan and other countries of Central Asia, donor organizations, other international organizations, as well as governments of Central Asian countries and non-governmental institutions and endeavor to build professional relationships with local, district and regional authorities in order to ensure the full participation of a broad spectrum of national leadership in the identification, planning and execution of activities.
  • Attend and provide advice on technical consultations with participating countries, donors and other actors on terrorism prevention measures.
  • Undertaking regular monitoring activities, to ensure regular and effective on-site and off-site monitoring of progress towards and achievement of key performance indicators and the intended outputs to ensure that the adopted processes/activities lead to quality and timely results.
  • Provide substantive and technical support to the Office in the development, implementation, monitoring and evaluation of programmatic activities in the areas of terrorism prevention, criminal justice and anti-money laundering/countering financing of terrorism in the region.
  • Prepare documentation and collate papers, etc., prepared by UNODC or consultants, including background materials, training courses and meetings, briefing notes, working papers etc.;
  • Provide general administrative, financial and procurement support for the project implementation (ensure official correspondence; regularly monitor expenditures and budget status, prepare budget revisions; organize project events and travel logistics for participants; assist in production of promotional materials);
  • Perform other related duties as required in the scope of current position.

Required Skills and Experience

Education:   

University degree in law, criminal law, international relations or related field, is required.

Experience:   

A minimum of three years professional experience, preferably in criminal law, including legal research and analysis is required.
Experience dealing with terrorism or other relevant areas as well as experience in applying, assessment methods would be highly desirable. Knowledge of the international instruments against terrorism (i.e. conventions, protocols and UNSC resolutions), transnational and international criminal law, as well as the mechanisms of international cooperation; Knowledge of the criminal justice systems of the countries in the Central Asian Region (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan), as well as on the current security threats in the region regarding terrorism and transnational organized crime is desirable.

Language Requirements:   

Fluency in English, Russian with excellent legal drafting and writing skills. Knowledge of local as well as other Central Asia languages is desirable.

Computer skills:    Excellent drafting skills for routine correspondence and proficiency in Excel, Word, PowerPoint.

Others:    Experience of working in an international environment and communicating with the government officials with different cultural background will be valuable.
Experience in United Nations technical assistance as well as general knowledge of the UNODC mandates and activities is desirable. Excellent skills in legal research; sound planning and organizational skills.
