Background

XAC/Z47 “Project on Counter-Narcotics Training of Central Asian, Afghan and Pakistani Law Enforcement Personnel”

This project is designed to assist the NATO-UNODC to deliver high-quality, professional law enforcement training to mid-level counter-drug officers of Afghanistan, Pakistan and the five Central Asian counties in order to help them combat the threat of trafficking in opiates within and through their territories. 

There are two modes of training: training at venues within Central Asia (called ‘mobile’ training) and ‘fixed’ site training provided at the Turkish Academy Against Drugs and Crime in Ankara and other NATO countries.

GLO/G80 “Container Control Programme” (CCP)

The joint UNODC-WCO Container Control Programme is aimed at assisting the Governments around the world to establish effective container controls that will serve to prevent drug trafficking and other illicit activity whilst facilitating legal trade.

The Programme envisages establishment of Joint Port Control Units comprising officers from different law enforcement bodies (e.g. Customs, Border Services and the Police) at selected ports. The Programme also aims to promote the formation of alliances between the Customs, trade and enforcement communities as a joint means to prevent the abuse of legitimate commercial trade for the purposes of organized crime. Furthermore, it will facilitate cooperation with relevant international agencies involved in regulating and monitoring worldwide container traffic.

Duties and Responsibilities

Under the overall supervision of the UNODC Regional Representative for Central Asia and CCP Regional Programme Coordinator and direct supervision of National Project Officer (XAC/Z47) and National Programme Coordinator (GLO/G80) the incumbent will undertake the following tasks:

  • Administrative and logistics support of training courses, conferences, round tables, official meetings and liaise with administrative/financial units to ensure the necessary support;
  • Monitor, review and report to National Project Officer (XAC/Z47) and National Programme Coordinator (GLO/G80) on Project/Programme expenditures to ensure accurate financial flow;
  • Organization and logistics support to experts’ and Project/Programme staff missions as required;
  • Assist in liaising with various governmental, international and other agencies participating in Project/Programme;
  • Processing (logging, routing) correspondence of the Project/Programme and making follow-up;
  • Maintain, log, file and update records in the prescribed format for subsequent use;
  • Support National Project Officer (XAC/Z47) and National Programme Coordinator (GLO/G80) in activities related to the management, implementation and monitoring of the Project/Programme;
  • Assist to National Project Officer (XAC/Z47) and National Programme Coordinator (GLO/G80) in reviewing and revising the project document;
  • Assist in preparation of draft documents (work plans, reports (quarterly, bi-annual and annual), background documents, evaluation);
  • Assist to National Project Officer (XAC/Z47) and National Programme Coordinator (GLO/G80) in drafting budget revisions, interim and final financial reports;
  • Provide translation and interpretation support when necessary;
  • Liaise with UNODC Programme Support Unit in matters related to the project procurement and other administrative/finance issues;
  • Assist in preparation sub-contracts, procurement, asset management and relevant services in coordination with the UNODC Regional Office for Central Asia procurement section.
  • Perform other related duties as required in the scope of current position.

Required Skills and Experience

Education:

Bachelor’s Degree in finance, economics, management, business administration, information technologies, communications or any other equivalent diploma.

Experience:

Minimum two years of progressive experience, including at least three years in the field of administrative services, finance, procurement and travel preferably with international organizations. Experience in United Nations technical assistance is desirable. Experience in organizing training and events would be an advantage.

Languages:

Excellent spoken and written English and Russian is required and knowledge of the languages of the region is an asset.

Other skills:

Excellent knowledge of MS Excel and Power Point required. Knowledge of database management and other relevant computer software is an advantage.
