Background
- Support the commitment of men, women, young people and communities to adopt social behaviors and sociocultural norms which respect and promote gender equality, and to contribute to fighting against GBV.
- Strengthen parents of VBG survivors and VBG survivors’ power and resilience through reinforcing and developing holistic care systems such as CISM or other service provider structures, as well as through galvanizing community-based alert, prevention and response networks;
- Strengthen the efficiency of the national coordination to enable all stakeholders of the fight against GBV to develop and implement effective prevention and response strategies.
Duties and Responsibilities
- Ensuring strategic direction of objectives, results and financial resources management for joint programme;
- Effective and accurate financial resources management and supervision of the joint programme teams and UN Agencies and other partners of joint programme;
- Effective coordination and Management of the joint programme Monitoring, evaluation and reporting;
- Ensuring effective Management of contractual joint programme partner budget, focusing on achievement of the following results;
- Facilitation of knowledge building and sharing in the CO, focusing on achievement of the following results.
- Ensure the global program coordination, provide strategic guidance and oversee a coherent and effective implementation of the program through adopting an approach based on results, creativity and innovation and flexibility according to the needs of the program;
- Provide technical support for drafting relevant legal, political and advocacy documents related to GBV in the broader context of gender inequalities issues;
- Maintain a strong collaboration with the Gender unit of the Country office in terms of strategic advices in the management of programs related to SGBV, of conducting regular gender analysis and producing high quality technical/strategic notes;
- In strong collaboration with UNFPA and other national and international partners, provide technical assistance to the Ministry of Gender, Family and Children as well as other ministries involved in the fight against GBV (such as the Ministry of Justice and Human Rights, Public Health, Education, Social Affairs…) regarding program activities or other issues linked to GBV;
- Oversee and coordinate the implementation of the work plan and the budget, the development of terms of reference for purchasing goods and services, of the purchase plan, and the daily monitoring of field-operations;
- Assist to draft project proposals and to find additional financial resources to support the joined program;
- Provide technical assistance in the design and implementation of a holistic and coordinated GBV prevention strategy and ensure that gender equality is taking into account in all parts of the program;
- Ensure programmatic coherence and visibility of the joined program;
- Work in deep collaboration with all UN agencies involved in the program implementation (UNFPA, BCNUDH) and ministries (Justice and Human Rights, Gender, Public Health, Education…) to strengthen and facilitate inter-institutional and multisector relationships regarding the prevention of and the fight against GBV at the national scale.
- Prepare Steering and Technical Committees;
- As UNDP is the administrative agent of the program through MPTF, the Coordinator will ensure to maintain solid work relations with and to share information with all stakeholders of the joint program;
- Collaborate with other stakeholders and partners, governmental institutions, donors, partner agencies and other CSOs actors to ensure that gender equality, women empowerment and Human rights are always included in programs and policies development;
- Ensure UNDP representation in inter-agencies work-meetings and other coordination mechanisms dealing with GBV issues (thematic groups; clusters…);
- Maintain excellent relations with national authorities and ministries and their provincial counterparts and ensure that they obtain regular updates regarding the program implementation.
- Support the design of accurate monitoring and communication tools: a communication strategy and plan, terms of reference for evaluations, reporting system;
- Analyze reports on program achievements in terms of achieved results through using existing UNDP Monitoring and Evaluation tools and consolidate narrative and financial reports received from the other UN agencies according to the planed annual calendar of the program;
- Oversee the preparation by the implementing partners of the trimestral and annual reports and other periodical working plan and evaluate achieved progresses according to the program monitoring plan, including contracts with partners;
- Identify needs and priorities in the field and produce all necessary programmatic tools for program monitoring;
- Ensure the development of the annual work plan, monitoring and evaluation plan; partners meetings schedule;
- Develop a map of interventions from all program stakeholders;
- Ensure the development of a purchasing plan in coordination with UNDP operation unit;
- Ensure program budget monitoring: expenses monitoring to ensure service delivery in line with the approved program budget as well as the strict and uniform enforcement of UNDP rules and procedures in all program activities under UNDP responsibility;
- Undertake monitoring mission and regular meetings with all involved stakeholders, including program partner, and advice on the strategy of intervention;
- Ensure that reports are high quality and been transmitted on time to the donor and other stakeholders of the program;
- Ensure the preparation and the participation in the Project Board and/or in the Technical Committees;
- Fulfill other tasks asked by his/her supervisor.
- Management Joint program through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;
- Over sightings and monitoring of project’ budgets in Atlas;
- Regular analysis and reporting on the delivery situation of the projects;
- Elaboration of proper mechanisms to eliminate deficiencies in budget management;
- Collection of information on internal and external clients’ satisfaction and needs in order to develop improvements to services;
- Provides timely reports to the senior management on the joint programme performance (Atlas Data delivery, assets, etc.) and make recommendations for improvement, including benchmarks.
- Organization of training for the joint programme team and reinforce their capacity.
- Synthesis of joint programme lessons learned and best practices.
- Sound contributions to knowledge networks and communities of practice.
Competencies
Addressing Sexual and Gender-based Violence (SGBV): Knowledge of Sexual and Gender-Based Violence (SGBV) policy and principles and the ability to apply them to strategic and/or practical situations.
Level 5: Originate: Catalyzes new ideas, methods, and applications to pave a path for innovation and continuous improvement in professional area of expertise
Gender Issues & Analysis: Knowledge of gender issues and the ability to apply to strategic and/or practical situations, including analysis of projects from a gender perspective

Required Skills and Experience
- Advanced (Masters) University Degree in sociology, with specialization in Gender or GBV. Professionally qualified in programme or project management will have a distinct advantage.
- 7 years of relevant experience at national and/or international level in providing management advisory services and/or managing staff, managing project in post conflict context and establishing interrelationships among international organizations and national governments;
- Experience in managing joint programme which include several organization will be an asset.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc).
- Experience in international organization and familiarity with UNDP management system is highly desirable.
