Consultancy of Resident Engineer for Maitsebri Water and Sanitation Project, 11.5 months, Addis Ababa, (Open for Ethiopian Nationals Only)
UNICEF is looking for a seasoned professional for the consultancy assignment of providing technical support for the supervision of WASH construction contracts in Tigray under a DFlD-funded program for water supply and sanitation infrastructure for refugee and hosting communities. How can you make a difference?
The Consultant shall be fully responsible for monitoring and inspecting construction activities for all works contracts and shall ensure that work is carried out in accordance with the construction contracts, and adhere to government and industry standards and guidelines. The consultant shall also ensure, as far as possible, that the construction plant, personnel, materials provided and utilized by the contractors are adequate to undertake the construction works, achieve the program objectives, and comply with proposals accepted.
The consultant shall ensure that quality control requirements of the contracts are satisfied and that the quality of materials and workmanship conforms to the specifications of construction contracts. For the purpose of achieving the specified construction supervision services, the consultant shall, in the event that any work is behind program, consult with the contractor and UNICEF to arrange the necessary modifications to the program or working method such that the contractual completion date can be achieved and issue necessary instructions to achieve these goals.
The Consultant among other items will carry out the following major tasks:
Supervise all operations on behalf of UNICEF to ensure that the work of the contractors is carried out professionally and timely and in accordance with the contract documents; Conduct quality assurance of construction works, installation of electromechanical equipment, and materials;
Review and submit written certifications for payment requests to the RWB/UNICEF based on preliminary acceptance of works. Confirmation of works completed should be reviewed with the Construction Coordinator in Shire unless otherwise instructed by him/her. Certifications for payment must be approved by the Construction Coordinator prior to submission to the RWB for UNICEF to effect direct payments;
Provide written instructions to contractors for change orders with approval of the UNICEF Construction Coordinator and the RWB focal point to control the fulfillment of the contractor's duties from the approval of the work program up to completion of the works. All formal changes must be documented in English;
Request and verify quotations for variations to works. All requests must be written and approved by UNICEF.
Establish and maintain project engineering records including daily logs, quantity logs, copies of all change orders, variation requests, design revisions, and quotations, incident reports, works testing, records of issuance of change requests/specifications, defects noted and corrective actions, issues arising;
Ensure contractor compliance to health and safety during construction;
Revise drawings, BOQs, and specifications as updated based on actual works;
Oversee the contractor to develop and maintain a list of system assets to be delivered to the RWB, UNICEF, and the water utility at the end of the project;
Develop and update a monitoring plan for construction supervision taking into account the time-frame set for the duration of the works;
Review and confirm BCBT capacity building activities to ensure the water utility management structure has the required capacity to manage the system and monitor third party activities;
Conduct physical inspection and testing of material and equipment at the project site and before installation;
- Approve commissioning procedures and inspection of completed works;
- Certify provisional handover of assets and works;
- Complete monthly reporting to UNICEF as per formats provided; and Other assignments not limited to those above.
The Consultant will support UNICEF and local authorities in the implementation of the tasks outlined in this TOR. Coordination with different partners and actors is of upmost importance to ensure smooth implementation of UNICEF's supported activities in the selected regions.
The Consultant will work as per instructions given by the WASH Specialist in Addis with support from the Construction Coordinator in Shire/Maitsebri and administrative support provided by the Mekele Field Office under the guidance of the Chief of Field Office.

- Monthly reports and updated workplans @ 1st week of every month
- Certifications of works completed
- University degree in civil, environmental, or hydraulic engineering discipline;
- Eight (8) years of relevant professional experience in WASH construction supervision experience;
- Developing country work experience and/or familiarity with emergency is considered an asset;
- Experience with quality assurance and site monitoring for civil engineering projects, including review of change orders, inspection of works, and reporting discrepancies;
- Proficiency in Microsoft Office (Excel, PowerPoint, Word, Outlook) and AutoCAD;
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
