UNICEF Lebanon Country Office is looking for a Programme Assistant to support the respective section through providing a range of operational support in developing, implementing, executing and monitoring the cash based programmes

UNICEF Social Policy teams manage and implement directly the cash-based programmes in cooperation with Education teams and with partners in the field.  In addition to a well-built data and information management system (MIS) it is essential to (1) gather, compile, organize and analyse data coming from different sources in order to have a comprehensive and precise data for programmatic needs, resource mobilization and reporting (2) implement and oversee rigorously all operational processes from registration, distribution, payment and reconciliation in accordance with both UNICEF and LOUISE operational standard operating procedures, (3) support in the programmes development, planning, execution and monitoring.   


Under the close supervision and guidance of the supervisor, the programme Assistant to , ensuring timely and effective delivery that is consistent with UNICEF rules and regulations. The Program Assistant also deals with ad hoc data management and problem solving for unanticipated changes in the program, which are common in the complex and rapidly changing humanitarian operating environment of Lebanon.   The Programme Assistant will be particularly accountable for the accomplishment of the stated functions by providing professional expertise and Assistant bringing a structure that supports the efficient management of data and information in the context of UNICEF cash programmes; beyond this he/she also supports the Program Manager(s) to implement core processes and activities of the program(s)

How can you make a difference?

Support to cash / in-kind programme development, planning and implementation:
o Analysis of data / information to support the programme design, including setting benefit levels, setting targeting criteria, costing of different options, etc.:
o Compiles and organizes information and data related to the implementation of the cash / in-kind programmes.
o Develop the tools required for the data collection for the different cash and in-kind programmes and ensure their integration with the MIS and integrity of data.
o Support the development and definition of operational planning of the Cash and in-kind programmes and design and deliver the trainings of partners.
o Support in the definition and diligent execution of internal cash operational procedures and integration with the LOUISE operational procedures.
o Ensure the regular follow-up of the cash and in-kind programmes, timely and diligent execution of the activities (identification, verification, distribution, follow-up on complaints among others) and maintaining a constant liaison with partners.

Support to monitoring and reporting of cash and in-kind programmes and section activities:
o Prepares and maintains database pertaining to cash and in-kind programmes planning.
o Provides support in monitoring progresses against the targets of the cash and in-kind programmes.
o Operations analysis of programs during core activities (e.g. registration, payment, verification exercises, etc.) to enable programs to identify and resolve issues/problems in a timely manner.
o Prepares and maintains records, documents and control plans for the monitoring of the cash and in-kind programmes.
o Monitor the achievements of the programmes.
o Liaise with the Winter Assistants / Operation Programme Officers, ensuring the monitoring activities are understood and completed.
o Provides support in the definition of the Post-Distribution Monitoring exercise, ensures the good implementation of the surveys, the quality of the sampling and presentation of the relevant data.
o Provides sound and updated data required for reporting, including inter-agency reporting and internal reporting at the country-office and regional levels.
 
Support in resource mobilization:
o Compiles data and information on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations.
o Compiles and organizes data and information to assist in the preparation of periodic or ad-hoc reports relating to the programme.
 
Support in Knowledge Management and capacity building:
o Gathers and shares information as needed in support of improving the processes and daily operations of the section.
o Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by drafting necessary correspondence, compiling data reports and maintaining relevant records. 
o Provides support in documenting the processes and lessons-learnt with the aim to consolidate written internal guidelines and allow improvement of the programme Implementation.
o Assists in the definition of processes related to the management of information and data.
o Continuously updates the written process documentation included in the Operations Manual and other process documents/guidelines.
o Support in the development and review of the section's Annual Work Plan and particularly providing sound inputs on indicators definition and progress against targets.

To qualify as an advocate for every child you will have…

  • Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum of 5 years of progressively responsible administrative or clerical work experience is required.
  • Fluency in English and Arabic required.
