Consultancy: Immunization Supply Financing Consultant

Tashkent (Uzbekistan)

Under the 2016-2017 GAVI PEF TCA, UNICEF assisted Uzbekistan in identification of the suitable supply financing options for vaccine procurement as well as supported in the proper vaccine procurement budgeting and forecasting through development of the unified, Excel-based vaccine procurement budgeting template and training of relevant Government Partners in the template usage. UNICEF is currently looking for a consultant to continue the initiated vaccine procurement budgeting activities.

LOCATION/DURATION:

Duration30 days within 3 months

Location: Expected to be based in Tashkent, Uzbekistan

Start Date: August/September 2018

Reporting to: Jointly to Finance Specialist, Procurement Services Center, UNICEF Supply Division, Copenhagen, Immunization Officer, UNICEF Uzbekistan

BACKGROUND:

Under the 2016-2017 GAVI PEF TCA, UNICEF assisted Uzbekistan in identification of the suitable supply financing options for vaccine procurement as well as supported in the proper vaccine procurement budgeting and forecasting through development of the unified, Excel-based vaccine procurement budgeting template and training of relevant Government Partners in the template usage. UNICEF is currently looking for a consultant to continue the initiated vaccine procurement budgeting activities.

DESCRIPTION OF ASSIGNMENT:

Under the joint supervision of the Finance Specialist, Procurement Services Center, UNICEF Supply Division, and the Immunization Officer, UNICEF Uzbekistan, consultant’s duties and responsibilities will include:

  • Support the Government in finalizing the 2019 vaccine procurement budget calculation using the unified budgeting template;
  • Further work on revision / expansion of the budgeting template, including adding the module to calculate the cold chain equipment maintenance costs, updating the user manual, and preparing the maintenance cost forecast for 2019- 2021;
  • Develop the Standard Operating Procedures (SoPs) to institutionalize the vaccine procurement budgeting process (including the use of the unified budgeting template), and work with the Government on endorsing the SoPs.

     KEY DELIVERABLES:

    - Support the Government in finalizing the 2019 vaccine procurement budget calculation using the unified budgeting template (15% time allocation)

    In close collaboration with UNICEF Country Office, the consultant will support the Government (in finalizing the 2019 vaccine procurement budget calculation using the unified budgeting template.

     - Further work on revision / expansion of the budgeting template, including adding the module to calculate the cold chain equipment maintenance costs, updating the user manual, and preparing the maintenance cost forecast for 2019- 2021 (35% time allocation)

    In close collaboration with UNICEF Country Office, RCSSES, EPI, the MoH and the MoF and UNICEF SD, the consultant will further work on revision / expansion of the budgeting template, including adding the module to calculate the cold chain maintenance costs, updating the user manual, and preparing the maintenance cost forecast for 2019- 2021.

    - Develop the Standard Operating Procedures (SoPs) to institutionalize the vaccine procurement budgeting process (including the use of the unified budgeting template), and work with the Government on endorsing the SoPs (40% time allocation)

    In close collaboration with UNICEF Country Office, RCSSES, EPI, the MoH and the MoF, the consultant will develop the Standard Operating Procedures (SoPs) to institutionalize the vaccine procurement budgeting process (including the use of the unified budgeting template), and work with the Government on endorsing the SoPs.

     - Final reporting (10% time allocation)

    The consultant will prepare the final consultancy report.

    QUALIFICATION REQUIREMENTS:

    Education: Master Degree in Business, Public Health, Development or Public Finance, (Health) Economics / or in another relevant discipline for health / supply financing

    Work Experience: Minimum ten years’ professional relevant work experience in health fiscal space analysis, health / immunization financing, setting up financial solutions for health (including trust funds etc).

Fluency in written and spoken Russian and English is required.

EVALUATION PROCESS:

Qualified candidates are requested to submit:

Financial quote for the consultancy which must include: the total consultancy fee (broken down into daily rate in US Dollars and number of consultancy days), travel costs (with details of the economy class ticket price) and administrative fees (if applicable, broken down into the separate categories of costs like internet, phone etc).

  4. Examples of previous, relevant work.
  5. References (minimum 2).

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. UNICEF considers best value for money as a criteria for evaluating potential candidates.  As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
