Under the direct supervision of the Head of the Information and Communication Technology Section (ICTS), the incumbent will take responsibility for the management of projects including the analysis and design, the coordination/presentation of specification, development, implementation and training. In particular, s/he will\:

Gather requirements, develop solution scenarios and present them to the Portal Committee. Provide the overall design of applications based on the input from the Portal Committee and the ICTP Director. Lead development teams (internal/external resources) to design and implement the applications, provide specialist advice based on professional expertise, training as well as guidance to the team members focusing on best practice solutions. Ensure that relevant project documentation has been created.

Stay abreast of the latest and the most appropriate technology for web-based database-driven applications. Ensure that relevant technology is applied and that changes in the available technology are taken into account, so that all applications are secure, stable, efficient, and support the needs of ICTP and that ICTP has cutting-edge IT systems in place.

Collaborate actively with key stakeholders within offices and the Directorate of the ICTP to review and define processes and specifications.

Report to the Portal Committee on a regular basis on the status of the project, timelines and ensure that processes are consistent with rules and regulations and fail proof.

Manage IT development and implementation projects and monitor their progress. Collaborate and lead discussions within specific committees regarding specific ICTP applications.

Design, test and implement IT applications. For related project activities, actively develop programming code. Coordinate, train and supervise ICTS and other colleagues. Review data quality and coordinate a proper data clean-up.
Education
-
Advanced university degree (Masters or equivalent) in Computer Science, Mathematics or related field.

Microsoft IT Professional or Solution Developer certification.
Work Experience
-
A minimum of 2 years of relevant professional experience of which preferably 1 year acquired at international level.

Proven experience of data management and web application development.
Skills/Competencies

Solid knowledge in the specification and development of web-based applications that support processes with multiple user interactions and the storage and querying of data in an analytical relational database.

Proven ability in troubleshooting technology problems.

Ability to work in a multidisciplinary and multicultural environment.

Ability to manage multiple projects simultaneously.

Ability to communicate effectively on complex technical issues.
Languages
-
Excellent knowledge of English.
