The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. The Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues and is organized in the following departments: Department of Partnerships and Results Monitoring, Department of Agri-Business Development, Department of Trade, Investment and Innovation, Department of Energy and Department of Environment. Furthermore, PTC has a close cooperation with other field based Centers and Offices, such as the Investment and Technology Promotion Offices, forming the extended field network of UNIDO. The position will be located in the Industrial Energy Efficiency Division (PTC/ENE/ESI)
The Department of Energy (PTC/ENE) assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. In discharging its responsibility, the Department cooperates with other relevant organizational units within UNIDO, in particular with: the Department of Environment on resource efficiency, clean technologies, chemicals and Montreal Protocol; the Department of Trade, Investment and Innovation on standards; the Department of Agri-Business Development on productive uses and with the Department of Partnerships and Results Monitoring on strengthening strategic partnerships. The Energy Systems and Infrastructure Division(PTC/ENE/ESI) focuses on promoting and developing sustainable energy solutions and infrastructure in business, urban and rural contexts. This focus brings together UNIDO’s historic interventions on the supply side through promoting renewable energy technologies and on the demand side through industrial energy efficiency. By bringing together supply and demand side interventions, the Division is positioning the work of UNIDO at the leading edge of emergent energy systems and paradigms driven by the convergence of key technologies such as distributed generation, digitization and storage technologies as well as climate policies.
PROJECT CONTEXT Project ID150270 - GEF6 “Sustainable Cities Management Initiative for Senegal” The aim of the project is to improve capacity to plan and implement sustainable city management practices, including climate resilience, in selected urban areas. The project features two components: One related to improving urban governance and better managing floods in Dakar and Saint-Louis (implemented by World Bank Senegal); the second component aims at improving livability in the new Diamniadio city with interventions for greening the production in the industrial park, integrating renewable energy and energy efficiency systems in the energy supply mix, and for sustainably managing industrial waste. The project is undertaken within the GEF 6 IAP Sustainable cities Management Initiative for Senegal. Pilot interventions in Dakar and Saint-Louis should serve as a model to be replicated by other cities in Senegal, and beyond. Project ID150312 - GEF6 “Sustainable Cities: Integrated approach pilot in India” Through funding assistance from the Global Environment Facility (GEF) and in close cooperation with the Ministry of Housing and Urban Affairs , Municipal Corporations of Jaipur, Bhopal, Mysore, Vijayawada and Guntur, as well as State Governments of Rajasthan, Madhya Pradesh, Karnataka and Andhra Pradesh. The project is planned for completion within a timeframe of five years (March 2017 to March 2022). This project is one of the child projects under the GEF Sustainable Cities Integrated Approach Pilot (SC IAP) program. The program is led by the World Bank that has established the Global Platform for Sustainable Cities (GPSC) with an aim to ensure cooperation and exchange between all child projects and contributions towards the program goals. The project is aimed to integrate sustainability strategies into urban planning and management to create a favorable environment for investment in infrastructure and service delivery, thus building the resilience of pilot cities. The general framework of the project is organized into four components: 1. sustainable urban planning and management; 2. investment projects and technology demonstration; 3. partnership and knowledge management platform and 4. monitoring and evaluation. The project will assist India to: - Increase scope and depth of integrated urban sustainability management; - Reduce cities greenhouse gas emissions through investment projects and technology demonstration in particular within the waste management sector; and - Promote sustainable cities practices through partnership approach.
Under the supervision of the Project Manager, and working with the project team, administers elements of technical cooperation programme or specific project/s of limited complexity and implementation of technical cooperation programmes and activities. Main duties are: - Selecting, organizing and summarizing background information to describe the overall context and background relevant to a project or a sector of technical cooperation activities in a country, assessing the local context for the planning and administration of individual technical cooperation projects; - Analyzing and interpreting project background history and documentation, identifying, reconstructing and documenting significant project events, decisions and deviations; - Drafting sections of project documents such as project background and justification; - Informing experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects; - Monitoring specific aspects of project implementation and identifying problems and proposing that actions be taken to expedite delivery of inputs; - Drafting comments on designated aspects of project progress as an input to programme monitoring; - Drafting project revisions, including adjusting individual project budgets, on the basis of changed work plans. Advanced university degree in engineering, sciences or other relevant discipline with specialization in natural sciences, renewable energy technologies and systems.
Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, particularly French is desirable.

At least three (3) years of professional experience in area relevant for the recruiting PTC Department. Exposure to the needs, conditions and problems in developing countries. Ability to research and analyze information. Ability to write in a clear and concise manner. Ability to work effectively in multi-cultural teams.
