Background    
     
    The Communication and Media Relations Section (COMMS) is part of the Office of the Secretary General, and promotes awareness of the OSCE among outside audiences by working with the media, engaging a general audience and producing and distributing communications material.
     
Tasks and Responsibilities    
     
   

Under the guidance of the Online Communications Manager and in close co-ordination with the Web Architect, in the context of developing, maintaining and supporting the OSCE online public presences, such as the OSCE public website and the OSCE Social Media channels, the Associate Web Developer performs the following functions:

  1. Collecting, specifying and analysing stakeholders’ functional and non-functional requirements of software functionality, security, reliability and performance for the OSCE web presences;
  2. Designing, implementing and maintaining the software for the OSCE web presences;
  3. Proposing and implementing new features and correcting defects in the software;
  4. Liaising with external consultants and vendors involved in the development or the hosting of the OSCE web presences;
  5. Providing quality assurance and participating in quality improvement activities, such as performing code reviews and testing to verify that software meets specified requirements;
  6. Researching and advising the Web Architect on technology options for the OSCE web presences; attending relevant conferences and establishing professional networks in order to stay abreast of technology and development trends;
  7. Providing specialist (seond-level) technical support, such as monitoring performance, responding to reported disruptions in OSCE online services and proposing and implementing solutions to recurring problems;
  8. Proposing improvements to the publication and support workflows of the OSCE web presences;
  9. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • First-level university degree or equivalent diploma in computer science, information technology or software engineering;
  • A minimum of four years of professional experience in web application development and management of web technologies and content management systems (CMS)
  • A minimum of four years of experience working with Drupal CMS as a developer, with demonstrated participations in projects and/or contributions to the Drupal Open Source project;
  • Thorough knowledge of iterative and agile software engineering methods, software architecture, object-oriented design patterns and programming;
  • Solid knowledge of continuous integration and DevOps tools used for web development, such as Vagrant, Puppet or Docker;
  • Solid knowledge of front end development frameworks and tools used for Drupal theming, such as Angular JS, BackBone, Bootstrap, SASS preprocessing;
  • Excellent knowledge of core web technologies and languages, including PHP, JavaScript, HTML 5 and CSS 3;
  • Good knowledge of relational databases, such as MySQL, including database design and performance optimization;
  • Good knowledge of system administration for the Linux Operating System;
  • Professional fluency in English; knowledge of other OSCE working languages is an advantage;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 4,821, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are made at step 1 of the applicable OSCE salary scale.
