Organizational Setting
The International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) is a legally binding instrument with the objective to facilitate conservation and sustainable use of plant genetic resources for food and agriculture and the fair and equitable sharing of benefits derived from their use.  The Governing Body of the ITPGRFA is composed of all Contracting Parties to the ITPGRFA.  The Secretariat of the Governing Body is hosted in the Climate, Biodiversity, Land and Water Department and it assists the Governing Body in the implementation of its programme of work.    
 
Call purpose
The purpose of this call is to attract talents with experience and expertise in financial management in an international organization and to populate the ITPGRFA Specialist Roster.  Experts who are registered in the Roster are available for consideration whenever relevant opportunities arise.  
 
The assignment can be from 1 month up to 11 months.  The possibility of extension is subject to satisfactory performance and depending on the resources and needs of the Organization.  Contracts will be based in FAO HQ or home-based. The consultant may be required to travel for meetings and field missions.
 
Reporting Lines
The Consultants will report to the Secretary or the Programme Officer of the Secretariat, depending on their specific assignment. 
 
Technical Focus
Support the work of the Secretariat related to the financial management of the work programme of the Governing Body and the Secretariat’s work plan.
 
Tasks and responsibilities
 
  • Provide support in overall financial management and coordination of the ITPGRA budget, including preparing the status of budget, income, expenditure and projected cash flow.
  • Review expenditure of Trust Fund projects regularly and produce integrated reports to support work planning and assure control of available resources within the Financial Rules of the ITPGRFA.
  • Prepare the annual accounts of the ITPGRFA for publication on the website and arrange adjustments/transfers as necessary in collaboration with relevant staff members.
  • Prepare necessary inputs for pre-session/background documents for the sessions of the Governing Body and its subsidiary bodies, including preparation of the Financial Report and the Work Programme and Budget.
  • Provide advice on and perform on-going work in relation to calls for contributions, including calls for contributions to Contracting Parties and maintenance of financial records relating to receivables and receipts of voluntary contributions.
  • Provide support to the resource mobilization activities through the preparation of budgets and other financial data in donor project proposals.
  • Provide support to activities relating to the Benefit-sharing Fund of the ITPGRFA and in particular reviewing and approving periodic financial reports provided by implementing partners to facilitate the disbursement of funds in accordance with the terms of the relevant Letters of Agreement.
  • Provide support to the organization of various meetings in preparing costs and expenditures.
  • Liaising with relevant partners within (CSF, OSP) and outside of the FAO in relation to the financial management of the ITPGRFA.
  • Perform other related duties as required.
 
 

 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree (for Consultants) or University degree (for PSA) in economics, finance, accounting, business administration or a closely related field
  • Minimum three years of relevant experience in relation to financial management, especially trust fund management, in an international organization
  • Working knowledge of English and limited knowledge of one of the following; French, Spanish, Arabic, Chinese, Russian (for PSA, working knowledge of English is required)

  • Experience with organization of intergovernmental meetings at international level
