Purpose of the post

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The ICRC's Internal Audit Unit is one of the organization's statutory bodies charged with exercising general oversight. It is independent of the Directorate and reports directly to the Assembly. Its scope covers the entire ICRC.

The Internal Auditor supports the Head of Internal Audit in assessing independently from senior management the degree of control that the institution has on its activities; and to assess the adequacy of risk management, verification and monitoring, the goal being reasonable confidence that these processes enable the institution to achieve its objectives. He/she operates both et Headquarters and in Delegations.

Main duties and responsibilities

On the basis of the International Standards for the Professional Practice of Internal Auditing the Internal Auditor :

  • Assesses the functioning of the internal control system as well as the ICRC´s risk management processes and tools.
  • Assesses the compliance of the institution with the doctrines, laws, regulations, procedures and strategies in place.
  • Assesses that the institution´s resources are adequately protected and that they are used in an effective and cost-efficient way.
  • Assesses the institution´s strategy(ies) and operations.
  • Following a risk assessment, defines the scope of the audit.
  • Writes audit reports, communicating results and recommendations.
  • Maintains quality standards by remaining up-to-date with the changing standards in the field of internal audit.
  • Contributes to Internal Audit´s reflections and strategies and contributes to the strategic positioning of the Internal Audit.
  • Advises the Head of Internal Audit on internal and external issues.

Scope & Impact

  • Internal Auditor scope covers the entire functioning of the ICRC. In the course of an Audit mission, Internal Auditor provides an opinion to ensure that:
  • The objectives are fixed and risks associated with those objectives are identified and managed effectively.
  • The ICRC´s resources are acquired in an economical manner, used efficiently, and afforded adequate protection.
  • Consideration is given to security, both for persons and assets.
  • Operational and financial information is relevant and reliable and is communicated.

Relationships

  • During audit missions the Internal Auditor interacts externally with the Federation, National Societies, authorities, and NGOs.

Education and experience required

  • Advanced University Degree or equivalent.
  • Certified in Internal audit (CIA, CFE, CISA) an asset.
  • More than 15 years professional experience, with a minimum of 5 years of experience in internal audit (for external candidates).
  • Experience in multinational companies and/or organizations with international exposure
  • Sound humanitarian operational experience with the ICRC in the field and at Headquarters coupled with specific expertise (fraud, legal, IT, finance, organizational development, HR, etc.) a strong asset.
  • Fluent in French and English
  • Finance and Information systems literate.
  • Computer proficiency.
