Organizational Setting
 
The consultant will be hired by FAO Angola under the project namely GCP/ANG/050/LDF “Integrating climate resilience into agricultural and agropastoral production systems through soil fertility management in key productive and vulnerable areas using the Farmer Field School approach” (IRCEA). The project aims is to strengthen the climate resilience of the agropastoral production systems in key vulnerable areas in the 04 Provinces. This will be achieved through\: (i) mainstreaming Climate Change Adaptation (CCA) into agricultural and environmental sector policies, programmes and practices; and (ii) capacity building and promotion of CCA through soil fertility and Sustainable Land Management (SLM) practices using the FFS approach and the strategy is built on four main components.
 
 
Reporting Lines
 
He/ she will report to Project Coordinating Unit (PCU) in Lubango, Angola.
 
Technical Focus
The consultant will support line ministries to improve the technical and institutional capacities on climate change adaptation at national and provincial level. This consultancy will contribute to component 1 - Strengthen knowledge and understanding of climate change vulnerability and adaptation, and component 2 - Scaling up of improved CCA/SLM practices through Farmer Field School (FFS).
 
 
Tasks and responsibilities
 
Task 1\: Climate Change Adaptation (CCA) sectoral analysis
 
  • Coordinate and prepare the analysis of relevant sectoral to identify climate risks and opportunities for adaptation.
  • Summarize sector specific leaflets that can be used in high-level dialogue with the national stakeholders. This leaflet is a useful document to highlight the most striking climate information, such as\:
    • the projected climate change impacts,
    • the expected socio-economic impacts,
    • the historical disaster and potential risks
    • the primary vulnerable population and sectors, and
    • the potential adaptation opportunities.
 
Task 2\: Assess the capacity and needs of Ministries of Environment, Min. of Agriculture and Min. of Economy, provincial governments, civil society organizations, academia and research institutions on CCA and SLM practices in crop-livestock production systems
    • Provide recommendations for addressing the main needs and capacity gaps.
 
Task 3\: Develop training material accordingly on CCA and SLM practices in crop-livestock production systems
 
Task 4\:  Organize training sessions on climate change adaptation, aimed at 120 officials from mecioned Ministries (plus Social Intervenciont and Women  (MINAMB, MINAGRI, MINCO, MINFAMU, CSO, Provincial Government, Academia, Research institution)
  • Build on-the-job knowledge of relevant Ministries officials as part of the process of identifying and evaluating optimal CCA screening/prioritization methods and tools for Angola.
  • Conduct training workshop as required of approximately 5 days’ duration with the following modules
  • Produce a summary report describing an overall outcome of the training activities, approach used, capacity gaps, and areas for further capacity development.
 
 
Task 5\:  Sensitize senior decision makers to prioritize CCA actions
  • Support the organization of at least one policy dialogues on Climate Change Adaptation with line ministries
  • Support the inter-sectoral commission for the Biodiversity and climate change and the multi-sectoral commission on the environment to develop an strategy and action plan for capacity development on CCA for their members
 
Task 6\: Final compilation of all intermediate reports into a final document
  • Produce a summary report describing an overall outcome of the training activities, approach used, capacity gaps, and areas for further capacity development
 

 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
 
  • Advanced degree(s) (MSc, Ph.D.) agro-meteorology, hydrology, climatology, agriculture and natural resource management or related fields;
  • Minimum of 5 years of experience on environmental and climate change adaptation
  • Working knowledge of English and limited knowledge of one of the other FAO languages\: Spanish, French, Arabic, Chinese or Russian.

  • Experience in providing trainings to a diverse audience;
  • Expert knowledge on Climate Change Adaptation and mitigation
  • Excellent understanding of the linkages among agriculture, climate variability and climate change adaptation in rural farming communities.
 
 
Selection Criteria
  • Solid experience in providing policy advice to the government agencies to enhance national and sectoral policies;
  • Demonstrated strong communication skills in English and Portuguese both orally and in writing;
  • Demonstrated ability to work in a team, and interpersonal skills.
  • Demonstrated knowledge of the geographical, institutional and social-economic aspects of the area of intervention of the project.
  • Familiarity with the Farmer’s Field School approach is an advantage.
  • Expert knowledge of FAO-Adapt framework programme
  • Solid experience and understanding of UNFCCC and related protocols and agreements
  • Previous experience in similar trainings and work at national or international level
  • Demonstrated solid understanding of the FAO strategic objectives and their alignment with SDGs
 
 
 
Additional Selection Criteria
  • Knowledge of Portuguese is an asset
