Consultancy - Technical Assistance in the collection, processing, analysis and reporting of Early Childhood Development Management Information System (ECD-MIS) data, and capacity development of Ministry of Gender Equality & Child Welfare (MGECW) Officials

The main purpose of this consultancy is technical assistance and support to the data collection process of the 2018 Early Childhood Development Management Information System (ECD–MIS) survey; and to provide capacity development to critical staff in the Ministry of Gender Equality and Child Welfare (MGECW) in data collection, data analysis and data reporting; as well as database management notably by assisting with the production of the first comprehensive 2018 ECD Survey Report. The consultant will also be required to revise the current ECD MIS Workflow based on the experience gathered from the data collection process during the 2018 survey exercise.

Justification

The benefits of a functional management information system far outweighs the costs. Generation of timely, accurate data greatly improves efficiencies and effective management of IECD service provision in terms of planning and budgeting. There have been some inconsistencies in reporting on the number of ECD centres based on the data collected by the MGECW, due to lack of capacity at community and regional level as well as some technical problems with the management of the database.  As a result, MGECW have had to rely on data from the National Housing and Population Census which is data collected every 10 years, and is updated based on population projections. Recently, the Namibia Statistics Agency produced the Namibia Inter-censal Demographic Survey Report of 2016 which provides data on IECD service provision in Namibia. However, considering the importance of ECD and that there is a mushrooming of ECD centres in Namibia, it is important to strengthen the data system in the MGECW and to collect up to date information.

The ECD-MIS survey questionnaire tool was revised in 2017 to bring it in line with the IECD Framework and to collect accurate data on all children in ECD centres including children with special needs and those with disabilities.  According to the IECD Framework, data interoperability between IECD-MIS and EMIS is very important and efforts should be made to strengthen collaboration between the two ministries in this regard. This will help track the movement of children through the education system, and reduce the number of children getting left behind in the transition from ECD to pre-primary and primary school.

Therefore, in addition to supporting the process of data collection and reporting, this consultancy will also be used to strengthen the capacity of staff members in the MGECW, in particular those responsible for data collection and management and capacity development, both at national and regional levels, including the IT staff members in the Ministry to be able to manage the data base..

Against this background, the MGECW, through the Directorate of Community Empowerment, with the support of UNICEF and the EU, is seeking a highly skillful consultant to provide technical assistance during the 2018 ECD MIS survey process and to develop capacity of MGECW staff in data collection, data analysis, reporting and data base management.

Specific objectives

The Consultant will specifically:

  1. Provide technical assistance to MGECW, Directorate of Community Empowerment which is responsible for Early Childhood Development to conduct the 2018 national survey of ECD Centres in all 14 regions of Namibia.
  2. Conduct capacity development activities through training of MGECW officials in the Directorate of Community Empowerment and the Division of IT, at Head office and also at the regional level mainly on the survey questionnaire tool, on data collection, on how to input data on the database system, on data analysis and data reporting and data base management
  3. Provide quality assurance throughout the data collection and reporting process.
  4. Assist in the formulation and production of the first comprehensive ECD-MIS Report for 2018.
  5. Revise and update the IECD-MIS workflow.
  6. Develop user-friendly manuals for future use by the MGECW officials.

Scope of Work

Working closely with the Directorate of Community Empowerment, the consultant will responsible for providing technical assistance on data management and for conducting a series of capacity development activities for the MGECW's officials. The consultant should develop basic training guides for the purpose of capacity development which will become the property of the MGECW. The consultant will continue to provide technical assistance to staff at the regional level during the data collection process and will assist with the compilation of data, including quality assurance at the different data collection stages. The consultant will also act as quality assurer throughout the data collection and reporting process.  The consultant will be required to travel, at least once, to all the 14 regions of Namibia during the data collection process and spending three days collecting data.

Activities

The specific activities for the technical assistance are:

    1. Assist the ECD-MIS Head on preparing the 2018 survey exercise and on data management.
    2. Using the ECD-MIS Workflow, develop a basic training guide for MGECW data collectors on how to collect and assess data.
    3. Conduct training sessions for regional data collectors on the use of the survey tool.
    4. Assist with the quality control of the data from the ECD Centres and from the regions.
    5. Assist with data entry in the ECD-MIS database hosted at the Directorate of Community Empowerment
    6. Assist with the quality control of the data verification, validation and data analysis.
    7. Assist in training Directorate of Community and Early Childhood Development Officials on data analysis and reporting.
    8. Assist with developing the survey report which will be used for the first time with the 2018 survey data.
    9. Provide a weekly summary report of activities implemented, challenges encountered and how they were addressed.
    10. Develop a simplified guide on how to maintain and manage the data system.
    11. Provide recommendations to improve IECD MIS data collection systems at both national and regional level.

TIMEFRAME

The consultancy service will run over 6 month's period.  The project is scheduled to start on 1 August 2018, and end on 28 February, 2019

Management and specific responsibilities

A steering committee comprising senior staff at MGECW, MoEAC, EU and UNICEF will oversee the implementation of the project. The consultant will officially report to the Chief of Education at UNICEF for the duration of the consultancy.

Payment Schedule

Payment is scheduled as follows:

30% - upon submission and approval of Inception Report.

30% - upon receipt and approval of the report on the 3 days refresher training for data capturers

20% - upon receipt and approval of a report on the data entry process including, cleaning, quality assurance, in-service training.

20% - upon receipt and approval of the final report with recommendations on how to maintain the database and produce annual reports.

To qualify as an advocate for every child you will have…

To ensure the success of the project, the consultant must show documented evidence of the knowledge, expertise and experience as follows:

  1. An advanced degree in information systems management, statistics, computer science, or related disciplines;  
  2. A minimum of 8 years of equivalent professional experience in information systems in the education sector, with a strong emphasis on early childhood development;
  3. Experience in Namibia's government-wide planning, monitoring and evaluation systems;
  4. Demonstrated expertise in conducting training in IC and data management;
  5. Experience in research design, development and data collection, capturing and processing of qualitative and statistical data;
  6. Capacity to produce high quality deliverables within the specified timeframes; and ability to work in a multicultural context;
  7. Computer literacy, excellent report writing skills and has the ability to produce highly professional diagnostic documents;
  8. Excellent communication skills and the ability to communicate fluently in English (written and spoken).

  5. A detailed breakdown of cost must be submitted;
  6. Estimate direct costs regarding travel, accommodation, car hire and meals and accommodation for fieldwork in all 14 regions of Namibia spending three days in a region;
  7. Value Added Tax (VAT) must be shown as a separate line item in the financial quotation where appropriate.

Evaluation weighting

70% technical / 30% financial

In order for the financial proposal to be considered, the technical proposal must receive a score of at least 49/70 (70%) to qualify.

Technical proposals will be scored against:

  2. Proposed methodology and outputs (20)
  3. Qualifications and experience of team (20)
  4. Quality of submission (10)

Terms and conditions

  1. The contractor will work on its own computer(s) and use its own office resources and materials in the execution of this assignment.
  2. The contractor's fee shall be inclusive of all office administrative and travel costs including visas.
