The UNICEF Programme in Cooperation with the Government of the Republic of Zambia (GRZ) is designed to address and mitigate the triple threat of poverty the country’s children face, while responding to the needs with interventions addressing the multiple causative factors.

How can you make a difference?

Under the supervision of the Chief Social Policy & Research, the incumbent will provide technical support for the improvement in the design, implementation and monitoring of the Government of Zambia’s Social Cash Transfer (STC) programme as part of the overall support under the UNICEF country programme. He/she will provide national and sub-national level support and assistance to the SCT activities in the areas of systems strengthening, knowledge management, capacity development and coordination. The position will have a primary focus on activities that lead to comprehensive systems development and sustainable frameworks including many of the other cash-plus linkages that will be adopted.

Responsibilities and Tasks

  • Supports the Ministry of Community Development and Social Services at HQ, Provincial and District level in the planning, implementation and monitoring of the SCT programme with a priority focus on systems strengthening and capacity development.
  • Promote, monitor and assess the implementation by the MCDSS and partners of sustainable approaches to SCT registration, payments, grievance communications and monitoring systems and promoting integrated approaches to cash plus and linkages initiatives at HQ, Provincial and District levels.
  • Provide management and monitoring assistance for the planning, delivery and use of programme inputs for SCT activities – cash, supply and technical support – to ensure their appropriate and judicious use to achieve programme objectives.
  • Provide regular development, management and supervision of programme cooperation agreements and other partnership arrangements related to UNICEF’s assistance to the government of Zambia’s SCT programme.
  • Lead the programming for procurement, distribution and monitoring of supplies related to UNICEF’s assistance to the SCT activities.
  • Establishes effective partnerships with the Government, bilateral and multilateral donors and work on technical inputs to donor proposals, programme management, coordination, reporting and supervision activities.
  • Contribute to routine section tasks and functions as directed.

To qualify as an advocate for every child you will have

  • An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
  • Knowledge of development issues, policies, as well as community development.
  • Knowledge and experience with diverse social protection programmes, such as cash transfers, school feeding, livelihood programmes, microfinance programmes, women’s empowerment programmes, maternity protection, community based service delivery, school fee waiver programmes, Protection programmes for vulnerable groups
  • Knowledge of programming policies and procedures in international development cooperation
  • Analytical, negotiating, communication and advocacy skills
  • Proven training skills and abilities
  • Good knowledge of computer management and standard applications (MS Office Suite)

Work experience

  • A minimum of five years of relevant, professional and progressively responsible experience in social protection or social policy programme management, monitoring and evaluation.
  • Knowledge of the Zambian Social Protection Landscape in multiple policy pillars
  • Significant experience working with government partners at national and sub-national levels.
  • Ability to work in an international and multicultural environment.
  • Specific experience in working with SCT in particular would be considered a strong asset
  • Experience working in a developing country is considered as a strong asset.
  • Fluency in English is required.  Knowledge of another official UN language or a local language is considered as an asset
