Adviser on Fight against Organized Crime

The Transnational Threats Department (TNTD) plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions among all executive structures, while respecting their mandates.

As part of the TNTD, the Strategic Police Matters Unit (SPMU) was set up to assist the participating States upon their request to address threats posed by criminal activity and to support general police development and reform. The SPMU serves as the organization¿s main focal point for all OSCE police-related activities.

Under the supervision of the Head of the SPMU, he/she will advise, propose, draft and implement projects with focus on organized crime, corruption, financial investigations and asset seizure. The incumbent will liaise with the United Nations Office on Drugs and Crime (UNODC) and other international organizations, including Europol and Interpol, to discuss and share information about  supporting in investigating and prosecuting organized crime cases. He/she will be responsible for the effective and efficient delivery of capacity building assistance and expertise in combating criminal threats and will represent the OSCE Secretariat at relevant meetings.

Specifically, the successful candidate will be tasked with the following duties:

1. Proposing, drafting, and implementing OSCE¿s activities/projects in the field of countering organized crime, in close co-operation with other TNTD¿s units and international partners;
2. Analyzing data, drawing conclusions and formulating police and criminal justice proposals jointly with national counterparts of participating States and/or field operations to increase the effectiveness of criminal investigations;
3. Designing and implementing activities focused on the facilitation of cross-border co-operation between criminal justice institutions of the participating States responsible for investigating criminal activity;
4. Working in close co-operation with the SPMU¿s Advisor on Trafficking in Human Beings and Advisor on Combating Illicit Drugs under the overall co-ordination of the Deputy Head of Unit, and any other TNTD colleagues in the design, development and implementation of projects;
5. Co-operating with Programming and Evaluation Support Unit (PESU) in reviewing and evaluating project proposals related to policing and criminal justice reform initiatives that are submitted by the OSCE field operations;
6. Identifying, in collaboration with TNTD¿s colleagues, Conflict Prevention Center (CPC), Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) and law enforcement agencies and judiciary needs in countering organized crime and corruption and providing advice to the SPMU and TNTD on action to be taken;
7. Contributing, based on joint work with any counterparts, to the identification and extraction of lessons learned and helping in dissemination of identified good practices.
8. Contributing, to extent possible, to the provision of law enforcement/police information (police and crime statistics, mainly).

• Advanced university degree in law, political science or significant work experience in criminal justice and/or law enforcement;
• A minimum of 8 years of diversified and progressively responsible professional in the practice of criminal law, e.g. judges, prosecutors, lawyers, police, including 5 years of experience in project management, including planning, budgeting, implementation and evaluation;
• Knowledge of the standards and practices of modern criminal justice system;
• Demonstrable organizational, analytical, communication and interpersonal skills;
• Ability to operate Windows and Microsoft applications including word processing and e-mail;
• Professional fluency in English including excellent written and oral communication skills, working knowledge of other OSCE language would be an advantage;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability to establish and maintain effective working relations with people of different national and cultural backgrounds.
