General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.

Job purpose:

GOAL seeks a MEAL Officer for the eighteen-month, ECHO-funded program named LINK. The LINK program aims to connect vulnerable and marginalized communities to available state services and non-state services in Ankara, Gaziantep and Sanliurfa using the Individual Protection Assistance Approach. LINK activities will be primarily implemented by two local partners and GOAL’s role will be focused on provision of M&E, technical assistance and overall project coordination.

The primary responsibility of the MEAL Officer is to support the MEAL Manager to implement the monitoring plan and ensure implementation of robust systems and to provide real-time analytics to guide the quality of the programme and implementation. The LINK program will employ 1 MEAL Manager and 2 Officers, with the Officers reporting into the Manager. The MEAL Officer will work closely with the implementing partners and be assigned as a primary point of contact to one of the partners. The MEAL Officer will contribute to the quarterly reports and verify reports and data provided by partners.

Duties, objectives and competencies

Key Responsibilities

  • Contribute to the development of the MEAL Framework for the country program.
  • Contribute to the design and deployment of new tools as required with a particular focus on tools (surveys, questionnaires) needed to assess the protection risks and threats faced by an individual.
  • Work with the partners to maintain updated stakeholder/resource mapping and to ensure all data points are consistent and shared with the Protection Cluster
  • Travel to all areas of work to monitor program activities via observation and stakeholder interviews. Compile and share lesson learned.
  • Provide capacity building, technical support and training to GOAL’s local partners on all areas of MEAL.
  • Work with the MEAL Manager to ensure MEAL Management Information Systems (CommCare + Power BI) are used for all MEAL activities.
  • Be an advocate for learning in the programme ensuring that learning is captured and shared effectively, including case studies.
  • Contribute towards the development of quarterly reports for the donor and reports for local government; including updating on progress against indicators, lessons learned and accomplishments of key activities
  • Ensure compliance for all participants and beneficiaries of the Turkey programmes in terms of data privacy, informed and signed consent and data protection.
  • Oversee the roll-out of activities and training of the GOAL Turkey Accountability Framework to the partners and update the framework as needed.
  • Contribute to the development of SOPs for the Accountability Framework and respond to feedback obtained from beneficiaries per SOP guidelines

Other Duties

Requirements (essential)

  • A minimum of three (3) years’ overseas practical working experience in M&E or Accountability activities within a humanitarian programme or similar
  • Knowledge of and demonstrated practical experience MEAL methodology (particularly appropriate quantitative and qualitative/participatory research methods), data analysis and report writing.
  • Good communication, interpersonal and motivational skills.
  • Advanced skills with MS Office (particularly Excel).
  • Experience designing applications/forms with ODK-based digital data collection software (e.g. CommCare, SurveyCTO, ODK, iFormBuilder, Kobo, etc.)
  • Good understand of monitoring and evaluation basics – including tracking progress against objectives, preparation of Logframes, indicators etc, and analysis of quantitative and qualitative data.
  • Knowledge of Sphere and Core Humanitarian Standards.

Requirements (desired)

  • Proficiency in Arabic and Turkish an advantage.
  • Demonstrated ability to anticipate delays and bottlenecks, analyze risk and preemptively manage it.
  • Commitment to capacity building.
  • Strong English language skills.
  • Good team player, flexible and capable of working with a multinational country team, and capable of working under pressure.
  • Confident presentation and facilitation skills, a proven record in the provision of training a plus.
  • Experience working with Power BI.
  • Knowledge of statistical software packages, such as SPSS, Stata and/or R preferred.
