The Building Resilient Communities in Somalia (BRCiS) is a Consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways. The Consortium was created in 2013 and is now implementing projects funded by three different donors, in more than ten regions of Somalia.

Objectives and Scope of Work

The BRCiS Consortium is about to begin the inception phase of a new multi-year resilience programme funded by the UK Department for International Development and its reviewing its IM tools to better support programmatic activities and evidence-based decision-making. Currently, the Consortium’s IM system comprises of a mobile data collection system; a cloud-based database; a web-based application for registering new projects and activities and a data visualization platform to facilitate the analysis of collected data. Among key objectives of the advertised consultancy, is review the changes collected from user feedback, provide further recommendations and implement these changes. More specifically, the consultant is expected to deliver timely results in a wide range of areas including but not limited to the following:

  • Usability: improve the Consortium’s Project Managers Tool UI by defining its navigation panes and embedding instructions/user guidance to ease usage
  • User Permission: develop User Management modules to allow the creation of User Groups for both the frontend users and the database of the system
  • Server–Filter: incorporate a server filtration action that will allow users to download data based on the user permission level of their organization
  • Broken-Links: repair the broken links (JSON) between the Mobile Data Aggregator platform(ONA) and the MySQL database
  • Activity-Based Visualization: improve the Consortium’s Manager Tool so it can disaggregate current and future registered activities at the community and household level, as well as display the number of beneficiaries under each activity
  • Activity Beneficiaries Double Counting: work together with the Consortium Partners, M&E team and program managers to prevent double counting in the system
  • Defining New MySQL Views: re-define the MySQL database views by identifying and documenting the uses for each view, the levels of aggregation for each field in the view, and where and how it will be used. Also, the consultant will be responsible for ensuring that the views are compatible with Qlik Visualization platform or any other data visualization platform
  • Database Tuning: optimize the performance of the database by removing database views that are not used
  • Revising the Fields: incorporate validation and vonstrict rules regarding the data entry fields to solve the issue of NULL values in the database
  • Activity Status: revise the Activity Status Field to capture the Start and End dates of the activities and include a provision to give comments
  • Functionality Improvement: develop a provision for system administrators to create new projects, define new project fields and update the log-frames in the Project Managers Tool
  • Capacity Build: work closely with the Consortiums’ M&E and ICT staff and train/mentor them on the use of the new system features
  • Project Managers Training Site: update the Project Manager Tool’s training site

 

Qualifications

Essential

  • Must be a top-notch problem solver and very detail oriented
  • Ability to manoeuvre and debug within the application’s source code
  • Excellent analytical, detail-oriented, presentation and problem-solving skills
  • Proven work experience as a Data/System analyst and developer
  • Strong experienced in Software Development (ex: Web development in JS, PHP and HTML)
  • Experience in developing data visualization tools/dashboards using QlikSense, Qlikview and Tableau
  • Experience with data modelling tools
  • Extensive database management skills including complex SQL queries, performance tuning and database development (DDL, DML, stored procedures etc.)
  • Experience auditing databases and documenting findings
  • Familiarity of mobile data collection platforms including ONA and ODK
