Background

The Zambia Police Act Chapter 107 of the laws of Zambia provides for the general duties of the Police - prevention and detection of crime, apprehension of offenders, the preservation of the law and order, the protection and due endorsement of law and order. 

The police have a duty to safeguard and protect children and their families and they are often the first line of contact when someone’s rights are violated. The reporting of child protection concerns to the Police incurs obligations at every stage of the police response. These obligations extend from initial deployment and response of the first officer on the scene, through the whole process of the investigation and the multi-agency processes for the protection and care of children. Therefore, training police officers to be able to provide a child-friendly environment and committed to applying child sensitive procedures during investigations and the child’s continuum of care is critical. The training must cover the knowledge to ensure the Police are aware of the special needs of and protections due to children in contact with the law – as victims, witnesses or perpetrators. It must also cover the competencies necessary to implement the knowledge including impartiality, child friendly interviewing, effective listening and non-judgmental engagement with children.

Since 2003, UNICEF has been supporting the Government of the Republic of Zambia (GRZ), through the Ministry of Home Affairs, to enable Zambia Police to implement police reforms by training designated district police officers responsible for child protection cases or with victims of violence (specifically the Victim Support Unit).  However, these workshop oriented trainings are not certified and are considered less effective in motivating Police Officers to implement new knowledge or skills. The trainings are short and often one-off and therefore not sustainable due to the limited number of officers trained and the high turnover of those trained when they get promoted, retire or change duties.

According to the ‘public perception of the police and police attitude towards child protection’ assessment  conducted in 2015 by the Child Justice Forum led by Zambia Police and supported by UNICEF, the public expect police officers to have wisdom, courage, strength, patience, leadership skills, kindness, integrity, diplomacy, tolerance and agency to respond to child protection concerns.

Looking at the child protection issues confronting the police today, coupled with little specialization in child protection and rights at the police training academies, it was felt that all police officers should receive basic training on how to manage child protection and children in contact with the law before they are deployed to serve. The Government is aware that the national police training curriculum needs to include child protection and child rights. Based on this and with the support from UNICEF, Zambia Police conducted several stakeholder consultative meetings and a course outline was developed. The course outline has been synthesized into 10 topical issues. The child protection modules should be tailored to address police attitudes and practices in relation to child rights and child protection.

The course outline is as follows:

Justification

Within Zambia Police (ZP) there is a Technical Committee comprising UNICEF, Zambia Police, (ZP) Curriculum Development Centre (CDC), Ministry of General Education, Ministry of Community Development and Social Services (MCDSS, Ministry of Justice (MoJ), National Prosecutions Authority (NPA), legal Clinic for Women and Zambia Law development Commission (ZLDC). The Technical Committee will oversee and guide the process of developing the training modules. The official approval of the training course lies with TEVETA which has the mandate of accrediting Trade certificates and Diplomas.

The time involved and the competencies required to develop 10 child protection training modules for the Police training colleges requires the services of dedicated and specialized human resources. Thus a consultant with specialized training development skills and knowledge in child protection is required for completion of the tasks at hand.

Goals / Objectives

The purpose of this consultancy is to support the Zambia Police to develop effective and practical police training modules on the ten identified child protection specified in the course outline. The consultant must produce the following materials:

  1. Trainers guide
  2. Students’ handbook
  1. Reference materials, teaching and course evaluation tools
  1. 5 sets of bound copies and soft copies on 5 CDs for Trainers guide and Student Modules

Description of the assignment (Scope of work) / SPECIFIC TASKS

The scope of the consultancy involves designing and developing tailored training modules to develop and enhance the knowledge, understanding, attitudes and skills of police officers so that they are able to deal with children in contact with the law in a sensitive manner taking into consideration  the age, gender and specific needs of the child and family environment.

The specific tasks include:

  • Review the proposed course outline and gather and assess existing child protection modules used by the Police to ascertain how they can be adapted and consolidated for each of the modules.
  • Design clear outline of module structure, learning outcomes, methodology (taking into account learning styles and delivery mechanisms), timing for each session and module
  • Each module will consist of a trainer’s guide, student handbook, reference materials and evaluation tools. The training guides must indicate the methodology to be used, with the session and module timings. 
  • The Trainer’s Guide will enable trainers to teach and evaluate the ten modules on child protection being taught at Police Training Colleges.
  • Students handbooks will provide reference materials for the Police trainees on relevant national and international laws that relate to children; bridge the gap between theory and practice relevant to policing and child protection so that police are able to act in the best interests of children;
  • The modules should be tailored to enable police to work with child victims, witnesses and perpetrators; and have practical sessions to allow the trainees to implement the learning and ensure child sensitive justice.
  • Fortnightly meetings with the Technical Committee in the Zambia Police to ensure the drafting and development is on track.
  • Draft ten child protection modules based on the approved outline and after discussion and approval from the Technical Committee
  • Organise and facilitate pre-testing workshops (Lusaka and Copperbelt) to evaluate the course modules for effectiveness of methodology, correct timing for sessions, correct reference and support materials. The objective is to make revisions to the modules in order to meet the requirements of the students. The pre-testing will ensure the ten modules respond to the following :
    1. Relevance
    2. appropriateness of wording/concepts,
    3. timing- flexibility in teaching and learning styles,
    4. materials/equipment needed
  • Plan and co-facilitate, in cooperation with Zambia Police, a validation meeting and submit the report on the feedback and update the training modules accordingly.

REPORTING REQUIREMENTS

The deliverables defined in the above table and monthly progress reports will meet the reporting requirements. The overall process will be overseen by the UNICEF Child Protection Specialist (child justice) whom the selected consultancy will be answerable to for the fulfilment of this assignment.

PROJECT MAnagement

The Child Protection Specialist (child justice) under the supervision of the Chief of Child Protection will be responsible for managing the consultancy. The Technical Committee at Zambia Police comprising UNICEF, ZP, the ZP Curriculum Development Centre, Ministry of General Education, TEVETA, MCDSS, MoJ and NPA will hold bi-weekly progress meetings to review progress. The Consultant will participate in the fortnightly meeting and provide updates on progress, sharing drafts of work produced for review.

LOCATION AND DURATION

The start date of this assignment is the 2 September 2018 and the duration of the contract is exactly five (5) months. UNICEF considers a month as comprising of 22 working days.

Payment schedule

In full consideration for satisfactory completion of services as provided for in these terms of reference and subject to receipt of monthly progress reports as provided for herein, Police shall be pay to the consultant:

    1. 20% upon signature of the Contract and submission of the draft design of the training modules;
    2. 20% upon completion of the draft training modules
    3. 30% upon facilitation of the pre-testing of the draft modules and submission of the workshop report, reviewed draft modules (Instructors Manual, Student Manuals, reference guide, educational teaching tools
    4. 30% Facilitate the stakeholders’ validation meeting, review, update and submission of the final Training Package

To qualify as an advocate for every child you will have…

  • Advanced university degree in Social Sciences, Law or related field;
  • At least ten years’ experience in Zambia developing training materials and facilitating training in child protection, child rights, with a preference for experience developing or conducting training for the Police or other legal actors in Zambia is required.
  • Strong grounding in the area of governance in Zambia; knowledge on the application of human /child rights in sensitive policing practices.
  • Ability to synthesise existing educational / training methodology; ability to consolidate existing information into training curricula.
  • Strong knowledge of local traditional cultures in Zambia.
  • Strong writing and presentation skills.
  • Good computer skills
  • Fluency in written and spoken English is required.
