National Consultant-G2B Service Coordination Expert for A2i

Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the Access to Information (A2I) Project, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the 2nd phase of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following five components of the project:

Component 1: Underserved communities have easy access to simplified public administrative services through electronic means.

Component 2: Civil servants and service providers and citizens are aware and capable of facilitating easy access to transparent and responsive services.

Component 3: Enabling legal and policy framework and partnership are in place to facilitate responsive and transparent service delivery.

Component 4: Institutional and incentive frameworks are in place to promote e-service delivery mechanism.

Component 5: Establishing linkages with public and private sectors and creating awareness among citizens.

‘Access to Information II is planning to recruit a National Consultant G2B Service Coordination Expert who will support the initiatives for maintaining and developing existing partnerships, whilst also identifying new G2B service providing organizations to work with.

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by Cabinet Division and ICT Division.

Objectives:

The overall objective of the assignment will be the following:

  • Maintain and develop productive working relation among G2B service providing agencies and business entities.
  • Develop links among G2B service providing agencies who are working in the same areas.
  • Coordinate business service related cross-functional activities through representing customers internally and collaborating with the relevant government agencies to provide implementation support for G2B platform at local and central administration.
  • Assist the Director (e-Service) and perform other related duties and responsibilities as and when required assigned by project management.

Duties and Responsibilities

  • Playing leading role liaising with partners to develop, implement and evaluate G2B service providing platform.
  • Maintaining and developing productive working relation among G2B service providing agencies and business entities.
  • Developing links among G2B service providing agencies who are working in the same areas.
  • Coordinating business service related cross-functional activities through representing customers internally and collaborating with the relevant government agencies to provide implementation support for G2B platform at local and central administration.
  • Arranging workshops, consultation meeting and sensitizing partners and stakeholders.
  • Assisting the Director (E-service) and coordinate with the relevant government agencies to provide implementation support for e-services at local and central administration.
  • Coordination with ministry/divisions and district administration for arranging district fair.
  • Playing role as an effective team member of e-Service component of the project.
  • Performing other related duties and responsibilities as and when required assigned by project management

Deliverables

  • Draft inception report mentioning the work list with time frame - 20 days of Contract Signing;
  • Identify and preparing a list of potential stakeholders among which collaboration and coordination needed - 40 days of contract signing;
  • A detail plan for the collaboration and coordination among stakeholders - 60 days of contract signing;
  • A plan for the implementation of G2B platform in central and field level - 80 days of Contract signing;
  • A plan for making various G2B services available from Union Digital Centers (UDCs) and other community access points - 100 days of Contract signing;
  • Develop links among G2B service providing agencies who are working in the same areas - 120 days of Contract signing
  • A plan for the promotion of integrated G2B service delivery platform - 140 days of contract signing;
  • Capacity development of relevant officials at Ministries and Directorates by conducting workshops, orientations and other necessary initiatives - 160 days of Contract Signing;
  • Capacity development of relevant officials at district level by conducting workshops, orientations and other necessary initiatives - 180 days of Contract Signing;
  • Implementation of availability of various e-Services from Union Digital Centers (UDCs) and other community access points - 200 days of Contract Signing;
  • Develop provision for receiving feedback from service recipients and incorporate necessary changes to fulfill expectations - 220 days of Contract Signing.

Supervision and Performance Evaluation.

The National Consultant, G2B Service Coordination Expert will be working with the Director (E-Service) of Access to Information – II Project.

Timeframe and deadlines:

The assignment will be for 220 working days over 11 months.

Reports:

The activities done by the incumbent will be regularly monitored by the Director (E-Service) of Access to Information-II Project. The incumbent will be paid on deliverables basis.

Required Skills and Experience

Academic Qualifications:

  • Graduation in Business Administration, Agriculture, Social Science, Natural Science, Engineering or any other relevant discipline.

Years of experience:

  • At least 5 years’ experience in civil service
  • Experiences in project implementation

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks)

  • Year of experience in Civil service, filed administration - 20 Marks;
  • Experience in implementing e-services Experience in organizing different workshops, trainings etc - 20 Marks;
  • Experience in implementing project - 15 Marks;
  • Experience in writing strategic documents / developing different training manuals - 15 Marks.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

 Financial Milestone:

  • 1st Insstallment: 9.09% of the total contract amount - Draft inception report mentioning the work list with time frame;
  • 2nd Insstallment: 9.09% of the total contract amount -Identify the e-Service related best practices and provide a list of services to be integrated to online platform in priority basis;
  • 3rd Insstallment: 9.09% of the total contract amount - A plan for the implementation of e-service platform in Ministries and Directorates;
  • 4th Insstallment: 9.09% of the total contract amount - A plan for the implementation of e-service platform at District and Upazila level
  • 5th Insstallment: 9.09% of the total contract amount - A plan for making various e-Services available from Union Digital Centers (UDCs) and other community access points;
  • 6th Insstallment: 9.09% of the total contract amount - Integration of several e-service into a single platform;
  • 7th Insstallment: 9.09% of the total contract amount - A plan for the promotion of integrated e-service delivery platform;
  • 8th Insstallment: 9.09% of the total contract amount - Capacity development of relevant officials at Ministries and Directorates by conducting workshops, orientations and other necessary initiatives;
  • 9th Insstallment: 9.09% of the total contract amount - Capacity development of relevant officials at district level by conducting workshops, orientations and other necessary initiatives;
  • 10th Insstallment: 9.09% of the total contract amount - Implementation of availability of various e-Services from Union Digital Centers (UDCs) and other community access points;
  • Final Insstallment: 9.10% of the total contract amount - Develop provision for receiving feedback from service recipients and incorporate necessary changes to fulfill expectations;

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
