Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Emergency Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
• Adherence to NRC policies, guidance and procedures;
• Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
• Promote the rights of IDPs/returnees in line with the advocacy strategy;
• Contribute with emergency response strategy, Micro Log Frame, and Plan of Action;
• Contribute with emergency programme development, adjustment or review;
• Conduct emergency multi-sectoral needs assessment and present recommendations;
• Provide Emergency specific technical input to coordination mechanism (e.g. cluster coordination) and working groups;
• Develop Emergency response technical guidance, tools and mechanism;
• Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports;
• Develop training modules and provide specific technical learning or/and training for project staff.
Specific responsibilities:
• Support the AM and PM in developing strategies and plans in preparing and responding to the emerging emergencies effectively;
• Closely work with the country emergency response team and establish field presence in locations where NRC decides to respond to crisis in provision of ES/NFIs;
• Maintain close coordination with implementing partners including UN agencies, INGOs, NNGOs and local authorities;
• Implementation of emergency response projects particularly ES/NFI’s in the Somali region;
• Ensure NRC’s financial, logistics, HR and Program policies are adhered during implementation;
• Ensure safety and security of NRC personnel, assets and properties in line with the NRC safety and security policy;
• Work with CC Specialists, PM and technical coordinators in preparation of appropriate tools and data collection methods and lead in conducting comprehensive multi-sectoral need assessment in NRC’s area of operation;
• Prepare clear need and gap analysis and actors mapping in Lagahida, Salahad, Qubi and Mayo-Muluqo woredas of Erar zone;
• Lead NRC’s efforts to be the focal point of contact in these four woredes and communicate all organizations working in these specific areas to share information of IDP needs;
• Participate all cluster coordination forums at regional level and raise IDP needs and gaps of these four weredas;
• Participates other emergency responses in the country as per the need arise;
• Represent NRC in the bi-annual joint assessments (Gu and Dayr assessments);
• Prepares summary of situational reports on IDPs in Erer, Fafan and Dollo on monthly or quarterly bases.
• BA degree in Social Science or International Development
• Technical specific knowledge from the humanitarian sector
• Previous experience from working in complex and volatile contexts
• Documented technical competences related to the position’s responsibilities
• Documented results related to the position’s responsibilities
• Fluency in English, both written and verbal
Context related skills, knowledge and experience (shall be adapted to the specific position):
• Knowledge of the context in Somali region IDPs response- 3 years’ experience
• Experience with Emergency response programming in international NGOs -2 years’ experience
• Knowledge of Somali language is necessary
