Purpose for the job

Under the overall guidance of the Deputy Director, Operations, the Chief, OATC provides ICT leadership, oversees the management of the ICT components of optimization projects and ICT service provision including security and business continuity arrangements, provides advice on the governance of ICT investments and optimization projects and interagency ICT arrangements, collaborates with ICTD in UNICEF New York and UN City in Copenhagen, and is responsible for the management of the Centre, its staff, work planning, progress monitoring and reporting, and performance appraisal, and budget.

Summary of key functions/accountabilities:

1. Strategy and Management

Ensure that ICT systems and services are designed and managed to support the strategic objectives of the Division and UNICEF supply function, ensure efficiency and effectiveness of supply business processes and delivery of supply results, and align with UNICEF global IT strategy, policy and standards.

  • Advise / assist the Director’s Office, management team and centres on ICT systems and services to support achievement of strategic objectives, including the optimization of the UNICEF supply chain.
  • Oversee the development and implementation of risk-informed procedures on ICT to support delivery of supply results, effective and efficient supply business processes, and protected and secure supply systems and data.
  • Manage the preparation, implementation and monitoring of the budget for ICT allocated to OATC, including the resources required for recurrent services and fees, the acquisition of hardware and software, and consulting arrangements in support of regular operations and projects.
  • Ensure alignment with ICTD strategy, policy and standards for ICT in UNICEF.
  • Represent the interests of the Division and supply function in the governance arrangements established for UNICEF by ICTD and UN City by the Operations Management Team.
  • Maintain collaborative working relationships with ICTD and UN City and participate actively in the UNICEF Global ICT Management Team.

2. Solutions Delivery

Advise on and oversee the development, implementation, and maintenance of systems and services to manage the business needs of the Division and UNICEF supply function.

  • Provide advice on existing and proposed ICT systems and services to support supply business processes and results, including through active participation in or facilitation for governance, oversight and other bodies established in SD and UNICEF, e.g. Vision Coordination Group in SD, Vision Owners Group, and the UNICEF ICT Board.
  • Establish and oversee appropriate project management mechanisms for projects to develop and implement ICT systems and services, including through active participation in the Secretariat of the Project Review Board in SD.
  • Maintain a Divisional portfolio of ICT enabled projects and manage the development and implementation of ICT systems and ICT-enabled business process improvement initiatives by OATC, including through the use of consultants
  • In close collaboration with the centres responsible for the warehouse and procurement of supplies, oversee the establishment, implementation and maintenance of the master data which facilitates the UNICEF supply chain in Vision.
  • Review ICT systems and services continuously in the context of the technology landscape to ensure these meet UNICEF supply business process needs optimally.
  • Ensure alignment with UNICEF Enterprise Architecture (EA) and ICT Enterprise Risk management, when designing business solutions.

3. Operations Management

Manage the ICT operations for the Division, including the hardware, software and infrastructure requirements related to technical and business operations. Ensure that systems and data are protected and secure.

 

  • Enable continuous provision of ICT systems and services for technical and business support to ensure productivity and improve efficiency and effectiveness.
  • Ensure ICT specific service alignment with the global Customer Care team in GSSC.
  • Ensure adherence to corporate ICT standards, polices, procedures and guidelines.
  • Ensure availability of critical systems and data in the event of a crisis, including through active participation in the Crisis Management Team and business continuity simulation activities.

4. Information Management and Decision Support:

Promote the use of technology, best business practices, and creativity and innovative thinking for better business intelligence, decision support and knowledge management.

  • Facilitate the implementation and use of collaboration tools to support knowledge management and knowledge sharing initiatives and promote the adoption of enterprise solutions for content management, digital workplaces and collaboration.
  • Foster innovation initiatives and potential opportunities in supply chain optimization and systems strengthening with supply networks, partners and industry.
  • Facilitate implementation and adoption of business intelligence and analytical tools to facilitate evidence based programming approaches and decisions.

5. Leadership and Management of Staff:

Provide leadership to staff and centre, promote personal development and professional excellence, and actively support engagement and inclusion.

Education:

  • Advanced University Degree (Master’s Degree) in information technology, computer science, or information management systems or business administration when complemented with IT related education and applied professional experience;

Or:

  • First Level University Degree (Bachelor’s Degree) in information technology, computer science, or information management systems or business administration when complemented with IT related education and applied professional experience and five additional years of relevant experience (total 15 years) may be accepted in lieu of advanced university degree;

Experience:

  • Minimum ten (10) years progressively responsible work experience relevant to supply chain, business development, information management with increasing management level content at international level in case of having an advanced university degree.

Or:

  • Minimum fifteen (15) years of relevant experience in case of first level university degree;
  • Management experience in leading teams managing data centers and / or software application development;
  • Experience with development and implementation of enterprise solutions based on open standards and open integrations (SAP, Microsoft, Custom open source-based systems);
  • Experience with multi-vendor hardware, software and office automation components; 
  • Familiarity and experience in Cloud technologies or enterprise SAAS products (Microsoft);  
  • Knowledge of programming languages and system analysis techniques will be an asset.

Language requirements:

  • Fluency in English and another UN language is preferred
