Org. Setting and Reporting

This position is located in the United Nations Global Service Centre (UNGSC), comprising the United Nations Global Service Centre in Brindisi, Italy, and the United Nations Information and Communication Technology Facility in Valencia, Spain. The incumbent will report through the Assistant-Secretary-General of the Department of Field Support to the Under-Secretary-General for Department of Field Support.

Responsibilities

Within delegated authority, and under the direct supervision of the Department of Field Support Senior Management, the Director will be responsible for the following functions:
• Leads and oversees the operations of the United Nations Global Service Centre (UNGSC), comprising the United Nations Global Service Centre (UNGSC) and the Field Technology Service facility in Valencia.
• Develops a shared vision for fulfilling the mandate of the UNGSC and sets the strategic direction to achieve goals and objectives.
• Provides leadership, guidance and high level operational direction in the execution of UNGSC activities.
• Ensures, through collaboration with all stakeholders a commitment to implement specialized programmes, services and solutions which are client-oriented, responsive and allows for efficiencies wherever possible.
• Assumes overall responsibility for the Centre's resources and administration; and provides effective management of human, financial and material resources of the UNGSC.
• Oversees the UNGSC's organizational units namely; the Supply Chain Service, the Field Technology Service, and the Central Service. In addition, oversees the provision of administrative support to the Tenant units of the UNGSC.
• Supervises staffing of the base.
• Oversee and operationalize the implementation of Umoja and other UN headquarters strategies and policies to enable clients to deliver on their mandate and programmatic activities.
• Maintains active communication with UN headquarters, the regional service centers and client missions and partners.
• Works to sustain and enrich the existing partnerships with host countries while actively pursuing cutting edge, cost-conscious initiatives that will improve the quality and timeliness of the logistics, information and communications technology and support services and programmes (Occupational Health & Safety, Environment, Hosting Training, Enabling Capacity, etc.) delivered to clients worldwide.
• Prepares reports to the ASG and USG DFS, senior United Nations officials, United Nations legislative bodies on all matters relating to the implementation of the Center's mandate.
• Promotes and monitors the implementation of policies to guide the integration of gender perspectives in policy and operational activities of the Centre and supports the increased recruitment of women to facilitate enhanced operational impact.
• Performs other related work as required.

Education

Advanced university degree (Masters or equivalent) in business or public administration, logistics, human resources management, finance, accounting, or a related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 15 years of progressively responsible professional experience in administration, management, human resources management, finance, budget, logistics, supply chain management, information technology, communication, or other related area. A minimum of eight years management experience with responsibilities in human, procurement and financial resources management is required. Experience in handling complex organizational issues at local and international level is desirable. Practical experience with the planning and delivery of mission support services in field operations mounted by the United Nations Common System, including the United Nations agencies, funds and programmes, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of a second official UN language is desirable.

Assessment
