3. External female candidates.

Context:

Under the direct supervision of the Chief of Mission (CoM) and in coordination with the Programme Development and Support Officer, Communications and Outreach Officer and members of the Senior Management Team as well as relevant units in Headquarters (HQs) and Regional Office in Vienna, Austria; the successful candidate will support and encourage participation in all coordination mechanisms arising from the IOM relationships with external partners and contribute to cost-effective project delivery in the field for the well-being of migrants and in support of national development plans and strategies.

Core Functions / Responsibilities:

1. Keep abreast, analyze and provide advice to the CoM on the challenges and opportunities represented by the political context in Ukraine and in the region, the UN reform as well as the UN’s humanitarian reform, and institutional as well as thematic developments in the area of migration and migration management.

Page 1 / 42. Support the CoM in representing IOM in counterpart and high-level meetings with the Government of Ukraine (GoU), the donor community in Ukraine and at capitals level. 3. Suggest strategic approaches towards fund-raising for IOM in Ukraine and serve as the main Mission fund-raiser and funding mobilizer based on regularly updated funding profiles and strategic outreach documents.

4. Liaise and coordinate with external partners on core activities on migration and development, emergency assistance, the Humanitarian-Development Nexus (HDN), and the New Way of Working (NWOW). Prepare related situation reports, briefing notes, background materials, talking points, fact sheets and any other supporting documents.

5. Serve as liaison between IOM Ukraine and external partners, arrange meetings for donors as well as donor visits. Where applicable, organize regular bilateral consultations with selected donor governments and provide follow-up to the conclusions and recommendations of these meetings. Keep mission staff and external holders abreast on the most recent Migration Governance trends and developments, including but not limited to MiGOF, GCM, MGI, MCOF and ensure the inclusion of migration in national as well as UN strategic papers and frameworks.

6. Participate in the implementation of a communications strategy that generates support for IOM Ukraine’s operations from external partners (e.g. the general public, GoU, donor governments, UN – Non-Governmental Organizations (NGOs) – Civil Society Organizations (CSOs) partners, the media, private sector, academia and other persons of concern). 7. Ensure that the CoM and IOM Ukraine senior staff are well-prepared for active participation in the relevant bodies and are aware of background information and preparatory discussions leading up to those meetings.

8. Support CoM and senior managers’ participation in inter-agency cooperation, coordination mechanisms and communication strategies, initiatives and tools.

9. Ensure that IOM Ukraine staff are aware of, can benefit from, and contribute to discussions and decisions on IOM relations at national, regional and global levels. Manage information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations. 10. Propose events and initiatives (e.g. commercial, cultural, political and sports) to promote the work of IOM and take action as appropriate.

11. Support public information activities for situations and/or activities that require focused attention in close consultation with the Communication Unit, with special reference to IOM’s role as chair of the UN Communications Group and Co-Chair of the Humanitarian Communications Support Group.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Political or Social Sciences, International Relations, Business Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience. Experience

Page 2 / 4• Experience working in the UN context, along with deep familiarity with the UN system, its agencies, funds and programmes;

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Sound and proven understanding of internal and international migration issues in Ukraine and related issues;

• Knowledge of the region is an advantage.

Languages

Fluency in English is required. Working knowledge of Ukrainian and/or Russian is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.
