Advocacy Advisor/Protection (Expatriate contract)

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is seeking a highly motivated and experienced individual to fill the position of Advocacy Advisor in Cox Bazar, Bangladesh. 
 
 
Who we are? 
 
 
DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people globally.  
Danish Refugee Council has been registered in Bangladesh since 2013 with a focus on responding to displacement and the Rohingya refugee influx.  As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.   
 
 
About the job
 
 
The Advocacy Advisor has a country focus and is envisaged to develop expert policy guidance for public and private messaging and advocacy with key stakeholders as well as drive and shape DRC’s profile in area of operation (both public and private) on priority issues. The Advocacy Advisor will also be responsible for developing the country advocacy and communications strategy and delivering evidence-based analysis in coordination with the programme teams and the Country Director. 
 
 
Your main duties and responsibilities will be:
 
The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role. 
 
Advocacy 
 
  • Develop and regularly update advocacy strategy, talking points, top-line messaging, in conjunction with the Head of Programme, Protection Senior Manager and the Country Director
  • Create contextual updates and crisis info documents, detailing the current context, protection concerns, and regulatory situations
  • Support programme leadership to articulate their top priority advocacy objectives and complete advocacy based on programmatic needs.
  • Remain up-to-date on key issues at the national and CXB level, through engagement with relevant stakeholders, in order to inform senior management and program staff.
  • Suggest key advocacy opportunities and targets at national and regional levels.
  • Draft and support the production of advocacy products as outlined in the advocacy strategy for use at the country, regional and international levels.
  • Support country management and other programme staff in their work, including development of a plan for achieving their priority advocacy objectives in both an emergency and development context. This should include guidelines on the meaningful and safe participation of beneficiaries in advocacy and communications. 
 
Representation & Communication 
 
  • Liaise with key UN, NGO and other interlocutors in country to ensure DRC has up to date information on the humanitarian situation and response in the region.
  • Engage with the region on shared advocacy messaging and campaigns
  • Establish strategic relationships with media outlets to ensure push of key advocacy messages and communication materials.
  • Support in developing messaging for and actions around key national policy responses and frameworks, as well as other factors such as UN coordination, protection concerns, funding for the response, security and current and future challenges that have an impact on displaced populations and their access to humanitarian assistance and protection services as well as medium -long term durable solutions strategies;
  • Build networks of key informants and stakeholders in country
  • Represent DRC in advocacy-related and (as relevant) regional fora for related to advocacy or as otherwise delegated by the CD, including the Advocacy Working Group 
 
 
Management and support to others
 
  • Line manage staff, ensuring that there is adequate performance management against agreed DRC's performance management guidelines and that appropriate and timely feedback to program staff regarding their performance is provided. 
  • In coordination with HOP, increase staff capacity around advocacy, stakeholder mapping, humanitarian principles etc 
  • Responsible to train staff and partners on humanitarian principles
  • Together with the HOP, develop a plan to ensure that the humanitarian response remains principled
  • Lead on specific pieces of projects/works as requested by CD 
 
 
About you 
 
To be successful in this role you must have the following; 
 
Essential: 
 
  • An excellent professional track record with a minimum of 7 years’ experience working in advocacy on humanitarian issues, refugee rights, human rights, and/or development issues.
  • Advanced degree in Public Policy, International Law &/or knowledge of refugee and international law
  • Experience of influencing and advocacy work including lobbying, policy development and information provision in humanitarian issues with a wide range of stakeholders
  • Extensive knowledge of human rights and international humanitarian law
  • Understanding of UN and donor operations at country and regional level.
  • Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience;
  • Demonstrated ability to work creatively, innovatively and effectively with limited direct supervision; 
  • Excellent organizational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential.
  • High-level interpersonal and communications skills; with the ability to write clear, concise reports.
  • S/he must be able to plan and manage her/his own time effectively. The holder must exercise a strong work ethic and take responsibility for his/her own actions. High degree of flexibility with respect to working hours.

  • Contract length: 01 years
  • Salary Level: A12 for an expatriate position. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to drc.ngo under Vacancies. 
  • Designation of Duty Station: Cox’s Bazar, Bangladesh  
  • Start date: Immediately
