  1. Role and responsibilities

The Collaborative Dispute Resolution (CDR) Information Field Officer will be responsible for day-to-day provision of ICLA services in Bekaa, with a special focus on collaborative dispute resolution services.

1. Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement ICLA activities according to strategy, proposals, budgets and work plans
  3. Supervise CDR Information Field Assistants and ensure staff capacity building
  4. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  5. Promote and share ideas for technical improvement
  6. Inform and involve communities and community leaders about ICLA activities
  7. Coordinate activities with key stakeholders and provide trainings on ICLA topics
  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  9. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the Protection Coordinator

     

2. Specific responsibilities

 

  • Oversee and provide support to CDR Information Field Assistants in the provision of collaborative dispute resolution and legal services to NRC beneficiaries.
  • Organize work of CDR Information Field Assistants, focusing on the following areas:
    • Ensuring provision of ICLA services
    • Ensuring identification and proper follow up for dispute cases;
    • Following up on protection cases and referrals
    • Conducting outcome monitoring
  • Prepare weekly and monthly plan for the team
  • Conduct individual and group information sessions on civil documentation, legal stay and housing, land and property
  • Conduct collaborative dispute resolution activities including managing ICLA collaborative dispute resolution cases, in accordance with ICLA guidelines and procedures
  • Regularly monitor progress of activities and targets achievement
  • Prepare information documents for target communities
  • Receive and mainstream technical input from ICLA National team, Legal Field Officers and Database Officer.
  • Follow-up regularly on the quality of services provided during the outreach activities.
  • Identify cases requiring counseling and/or legal assistance and work closely with ICLA lawyers
  • Follow NRC referral system and refer identified cases to the designated focal points.
  • Conduct trainings and workshops for frontline workers and key stakeholders
  • Attend and participate in relevant meetings, in coordination with relevant NRC staff.
  • Assist in designing tools, forms, questionnaires and other templates.
  • Maintain archiving system up to date (both in hardcopies and electronically) with attention to the filing of legal cases.
  • Supervise and monitor the data entry in ICLA database.
  • Prepare and develop status reports as required by management.
  • Report on a regular basis on activities and results to the relevant NRC staff.
  • Carry out administrative tasks related to ICLA activities when required.

2. Competencies:

1. Professional Competencies:

  • Bachelor degree in Political Science, International Relations, Law, Social Sciences or equivalent
  • Minimum of 2 years of relevant work experience in a similar role, preferably in the humanitarian sector
  • Previous experience in collaborative dispute resolution and housing, land and property rights
  • Previous experience in providing information and counselling services
  • Previous experience in community sensitization
  • Experience of working with IDPs/Refugees is an advantage
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Fluency in English and Arabic, both written and spoken
