Organizational Setting
Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors. The activities carried out by the of the FAO Country Offices include the design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness-raising as well as other and outreach activities related to FAO initiatives such as the World Food Day.
 
The project entitled “Agriculture for Economic Growth Project” is funded by the European Union and aim to contribute to a sustainable growth in the agricultural sector and reduce food insecurity and malnutrition, in order to create an enabling environment for improved economic growth. Agriculture is one of the main drivers of Gambia’s GDP growth. It employs 80.7 % of the rural working population. The sector typically contributes up to 31 % of GDP. This project aims to invest in a market stimulation approach by strengthening key market related infrastructural development and equipment supply to ensure that the required services are adequately equipped.
 
Under the overall supervision of the FAOR and the Lead Technical Officer (LTO), the International Consultant on Cooperative Policy Development will advise the Project Coordination Unit (PCU). The development of a comprehensive National Cooperative Policy for the Gambia is a part of the effort of the project to improve the functioning of national cooperatives and food SME association bodies in the agricultural sector.
 
     
Reporting Lines
The Specialist on Cooperative Policy Development reports to the FAO Representative Republic of the Gambia
 
Technical Focus
  • Develop project activity workplan and budget in accordance with the Prodoc and beneficiary and stakeholder demands;
  • Develop activity proposals resulting from project site contexts;
  • Prepare TORs for technical studies and consultant to be recruited for the implementation of the project;
  • Supervise the implementation of any activities on National Cooperative Policy ;
  • Contribute to any FAO Gambia activities related to Cooperative Policy Development .
 
Tasks and responsibilities
 
  • Assess the current situation of cooperatives in the Gambia in terms of historical development, existing obstacles and challenges;
  • Analyze the existing rules and regulations regarding cooperatives in The Gambia;
  • Review policy and legislative frameworks in place addressing agricultural cooperatives;
  • Map the existing agricultural cooperatives and food SME association bodies in The Gambia;
  • Analyze needs and gaps for the development of agricultural cooperatives in The Gambia;
  • Conduct gap analysis of agricultural cooperatives’ services in their participation in value chain activities;
  • Provide recommendation for cooperative organizational strengthening and capacity building specializing in agricultural cooperatives services;
  • Provide recommendation that can be considered best practices in advancing agricultural cooperatives nationally (reference is international principles/standards);
  • Recommend strategies and approaches that will enable agricultural cooperatives to respond strategically towards the trend of globalization;
  • Develop guidance for Agribusiness Services Unit of the Department of Agriculture on how to mobilize support (technical and financial) at the national, regional, and international level;
  • Develop a Roadmap for National Agricultural Cooperative Development toward 2021;
  • Develop a comprehensive Cooperative Policy. 

 

 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced University Degree in Organizational Development, Business Administration, Agricultural Economics or related field from a recognized University
  • Minimum Ten (10) years’ experience in cooperative development
  • Working knowledge of English and limited knowledge of another FAO language (for Consultants). Working knowledge of English for PSAs.

Selection Criteria
  • Relevant work experience in more than one geographic location
  • Knowledge of West Africa’s agricultural cooperative movement
  • Training on cooperative development is an added advantage
  • Experience supporting cooperatives in West Africa is an asset
  • Knowledge of economic issues in the Gambia is an added advantage
  • Experience addressing issues of economic development and poverty alleviation especially for youth is an asset.
