Background

Organizational Context/Project
 
Today Ukraine is facing its most serious challenges since achieving independence in 1991. As the consequences of the conflict in the east of Ukraine, the uncertainty of the social and economic developments is remined in the entire country. Municipal communities, particularly in the peripheral regions and disadvantaged rural areas, are facing many social and environmental challenges and lack of capacities and models to actively participate in the development process. One of the main issues Ukraine suffers from is environmental problem. Under an outdated and highly polluting industrial sector, protection of natural areas is limited and other challenges related to environmental sustainability are raising. Municipal communities need to focus on rehabilitating basic social and communal infrastructure, including in the areas of health, energy efficiency, water supply and the environment.
 
UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development. One of the strategic priorities of UNDP Ukraine is to expand cooperation with International Financial Institutions (IFIs), in particular technical assistance to the final beneficiaries in loans implementation.
 
In order to ensure continued support to our initiatives, UNDP Ukraine Project «Removing Barriers to Increase Investment in Energy Efficiency in Small and Medium Sized Cities in Ukraine through ESCO mechanism»  invites candidates with expertise in Communication and Administration issues to send their applications.
 
Conditions of Service for national UN Volunteers
 
The duration of the assignement is 12 months with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. 
 
A Volunteer Living Allowance (VLA) of USD 648 (paid in local currency of UAH at the operational rate of exchange on the date of payment) is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. 
 

Duties and Responsibilities

Under the direct supervision of UNDP Representaive the national UN Volunteer will undertake the following tasks:
 
Communication part involves:
 
* Support the UNDP in communication and awareness raising activities, including assistance in organization of events at national and subnational level;
* Ensure proper reporting and communications on the conducted events (participants’ analysis, feedback on the communication products, mass media analysis, etc.)
* Support Project team in developing and use of modern communication technologies, social media platforms, apps; 
* Assist in producing media materials for placement on the Project website;
* Support Project team in identifying opportunities for partnership with other UN Agencies (joint evnts, programming), Ministries, Agencies etc.
 
Administrative part includes:
 
1) Provide  financial and logistical management support
* Arrangements of travel and hotel reservations, preparation of travel authorizations, processing requests for visas, identity cards and other documents;
* Administrative support to conferences, workshops, retreats.
 
2) Ensure provision of basic administrative support services to the office:
* Processing of incoming calls and switchboard operations, when required;
* Preparation of routine draft correspondence, faxes, memoranda and reports;
* Extract, input, copy, scan and file data from various sources;
* Collect background information documents, as necessary.
 
3) Ensures maintenance of registry system  and provides registry services through:
* Maintenance of the office filing system and records management, maintenance of electronic archives;
*  Registration and dispatch of the outgoing communication.
 
4) Support to office maintenance and assets management
* Maintenance of records on assets management and preparation of required reports;
* Provision of support to maintenance of premises and common services;
* Maintenance of files and records relevant to office premises and related maintenance;
 
5) Provides support to knowledge building and knowledge sharing in the Project team, through:
* Participation in the training for office staff.
* Contributions to knowledge networks and communities of practice
Furthermore, UN Volunteers are required to: 
* Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
* Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
* Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
* Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
* Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
* Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
 
Results/Expected Output:
 
* Substantive support to UNDP Project in expanding its partnerships received;
* Timely and quality communication product developed;
* Quality contributions to analytical and information submitted ;
* Effective support provided on financial and logistical tasks;
*  Support to administrative services ensuring high quality of work provided;
* Accurate, timely and properly recorded/documented service delivery ensured, including registry and basic administrative services 
* A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
 
 

Competencies

* A graduate university degree, preferably in international relations, communication, humanities, political or social sciences; 
* Demonstrated interest in and/or experience (up to 1 year) in the areas of public-private partnership, communication, youth policies;
* Fluency in spoken and written English/ Ukrainian is required.
 
 

Required Skills and Experience

* Good analytical skills, and ability to multi-task and prioritize workload;
* Knowledge in energy efficiency will be a strong asset;
* Motivated to contribute towards peace and development and to serve others;
* Good interpersonal, networking and communication skills;
* Willingness to contribute and work as part of a Project team;
* Flexible and open to learning and new experiences;
* Respect for diversity and adaptability to other cultures, environments and living conditions;
* Advanced computer skills (i.e. Word, Excel, PowerPoint, social media, photo and video editing softaware and others);
* Applicant must be a citizen of Ukraine or legally resident in Ukriane.
