The positive impact on children’s lives of a universal child grant (UCG) would be extremely significant. The purpose of this assignment is lead a process of developing a UNICEF position on a universal child grant. Consequently, UNICEF is currently examining the case for a UCG. As part of this process, UNICEF is convening an international conference on UCGs in early February to further assess the evidence and practical experiences.

Back ground and Rationale

UNICEF’s work on cash transfers has expanded rapidly in previous years, and in many parts of the world there is growing interest from governments on the potential of transfers to make a significant difference in the lives of children living in poverty, and vulnerable to poverty. Relatedly, the growing global interest in a Universal Basic Income is demonstrating a growing global appetite and potential to universal approaches to direct support.  While UNICEF has advocated the importance of cash transfers, including universal cash transfers in a number of countries, UNICEF has not had a global evidence based position on Universal Child Grants or accessible tools and materials for country offices on universal child grants.

Purpose

The positive impact on children’s lives of a universal child grant (UCG) would be extremely significant. The purpose of this assignment is lead a process of developing a UNICEF position on a universal child grant.  Consequently, UNICEF is currently examining the case for a UCG. As part of this process, UNICEF is convening an international conference on UCGs in early February to further assess the evidence and practical experiences.

Expected results: (measurable results)

The expected results, which are extremely closely related to the delivery schedule below, are:

  1. Coordinate invitations to all conference participants through E-registration system and coordinate activities of logistics firm.
  2. Support the finalisation conference programme, and ensure related logistics for the conference are in place and on time, and invited speakers have been identified, and their logistical arrangements are in place.
  3. Ensure all conference plans are on schedule (session coordination, speakers, chairs are assigned, etc.) and background documents are on the conference website.
  4. Ensure that logistics information is available to all participants.
  5. Ensure all logistical arrangements with the venue and logistics firm are in place ready for conference commencement.
  6. Attend conference venue to support team overseeing organisation before and during and perform conference tear down duties and wrap up all conference activities and travel arrangements of speakers.

Key competences, technical background, and experience required Deadline

  • A university degree (Bachelor's) in social science or related field.
  • A minimum of 3 years of experience in development sector with significant experience in event logistic of conference organization
  • Extensive experience of organising international conferences and coordinating logistical arrangements 
  • Experience implementing field programming in low and middle income settings
  • Excellent communication skills, including the ability to work across different units and encourage collaboration;
  • Excellent organizational skills and ability to handle multiple assignments with competing deadlines
  • Fluency in English required; Knowledge of another UN language an asset;

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
