Context:

Under the overall supervision of the Director of the Department of Resources Management (DRM), the direct supervision of the Senior Resources Management Officer (SRMO), DRM Emergency Support Unit (ESU) in Headquarters (HQ) and the administrative supervision of the Senior Regional Resources Management Officer (SRRMO) in the Regional Office (RO) in Cairo and working in close collaboration with staff members in the Human Resources Management (HRM) division as well in various L3 Emergency Missions, the successful candidate will be responsible for monitoring, supporting and carrying out the human resources functions of the Department of Operations and Emergencies (DOE) in HQ and Country Offices in L3 emergencies, with particular emphasis on emergency workforce planning. Core Functions / Responsibilities:

1. Coordinate Human Resources Management functions in DOE and provide support to Country Offices in L3 emergencies in accordance with the Organization's policies, procedures and practices.

2. Advise Resources Management Officers (RMOs) and HR staff members in Country Offices in L3 emergencies in implementing IOM's travel and HR management policies, rules and Page 1 / 4regulations as well as standards related to HR functions, considering the nature of complex emergency operation.

3. Coordinate the recruitment processes in DOE and Country Offices in L3 emergencies in close liaison with the SRMO and respective Division heads in DOE. Support Country Offices in meeting staff and non-staff needs, ensuring that relevant recruitment procedures are effectively and swiftly applied and implemented. Develop, review and coordinate Terms of Reference for upcoming vacancies. Participate in selection panels and/or backstop administratively selection processes as required.

4. Establish and maintain a roster of RM staff in IOM for deployment to L3 emergencies. Analyse RM staffing needs for surge capacity (STA & TDY). Provide DOE with rapid short-term deployment of internal RM staff, particularly at the on-set of emergencies and surges in emergency response. Advise on staffing issues and ensure effective RM workforce planning. 5. In coordination with the SRMO and Staff Development and Learning Team, develop and organize capacity building exercises, conduct and support on-site training on staff recruitment and deployment, contract management, maintenance of staff information and data quality in PRISM HR to Country Offices in active L3 emergency situation.

6. Review personnel records in PRISM HR for L3 emergencies and improve data quality in coordination with HR staff in the respective Country Offices and the HR data compliance team in Panama.

7. Advise MHRO on contract extensions for staff members in DOE and ensure proper and complete documentation with regard to salary projectization and separation of staff. 8. Support downsizing exercises in Country Offices implementing L3 emergencies in accordance with HR policies and guidelines.

9. Prepare HR and administrative reports including staffing statistics, contact list as well as Organigrams. Contribute to the development and improvement of relevant instructions, procedures and guidelines with regard to human resources management functions in L3 emergencies.

10. Provide resources management support during the RMO’s absence and undertake resources management functions for DOE when needed.

11. Undertake duty travel to provide support to L3 emergencies in relation to HR functions, and build staff capacity on HR policies, practices and processes.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Human Resources, Psychology or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Demonstrated experience in the field of human resources administration;

• Solid experience in emergency operations with complex HR functions

• Experience in an international and/or multicultural environment desired; • Experience in designing and delivering training solutions is desired;

Fluency in English is required. Working knowledge of French and/or Arabic is an advantage. Desirable Competencies:
