Context:

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to 45,000 or more refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. Some 1200 multi-disciplinary staff members work in support of the USRAP which has an annual budget in the range of USD 200 million. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs. Under the United States Refugee Admissions Program (USRAP), the Resettlement Support Center (RSC) provides critical support and processing services for refugee resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC for Latin America. RSC Latin America prepares refugee applications for adjudication by and provides support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information about arriving refugees to resettlement agencies in the US and offers Cultural Page 1 / 5Orientation (CO) training to refugees departing for the US. Under the direct supervision of the Chief of Mission (CoM) in San Salvador, and with technical oversight from the US Refugee Admissions Program (USRAP) Senior Program Advisor in Washington, DC; and in close coordination with relevant units at IOM Headquarters (HQs), the Manila Administrative Centre (MAC), and the Panama Administrative Center (PAC), the successful candidate will be responsible for the overall management of the Resettlement Support Center (RSC) and resettlement (operations/movement) activities in Latin America . In

this capacity, the individual will have the following duties and responsibilities: Core Functions / Responsibilities:

1. In coordination with the USRAP Global Coordinator and USRAP Senior Program Advisor in Washington, DC and the relevant Chiefs of Missions in Latin America and the Regional Director, develop and/or strengthen RSC and resettlement activities in Latin America to ensure they are implemented effectively.

2. Oversee the RSC hub, RSC remote sites, and resettlement activities in Latin America. Oversight includes technical assistance, staff training, development and succession planning, executing efficient circuit rides, developing and standardizing regional operating procedures, responding to refugee case inquiries and maintaining the security and confidentiality of RSC interactions and refugee records per PRM Program Announcement 2014-05, Revised Guidelines for the Treatment of Refugee Records and all relevant attachments. In locations where IOM has no offices, ensure refugee movements occur in an efficient and effective manner and provide guidance as needed on operational, management and staff issues in offices located in refugee camps.

3. Guide and/or supervise RSC and resettlement staff members, including country Operations Officers, to ensure operational resettlement procedures are streamlined and standardized, develop new procedures, share effective practices, problem solve where necessary, and maintain a high level of quality in movements across the region. Coordinate with IOM Country Office Administration and IOM HQs to ensure the smooth and effective workflow and implementation of activities in all countries in the region, including stimulating dialogue, acting as a liaison, spearheading mediation, sharing effective practices, promoting effective cooperation between RSC and resettlement activities and other IOM units, and directing problem solving, where needed.

4. Serve as the contact with PRM Refugee Coordinators, the PRM Program Desk Officer in Washington, DC, and representatives of USCIS for Latin America. Liaise with host governments, resettlement countries, the United Nations High Commissioner for Refugees (UNHCR), the Refugee Processing Center (RPC) and other partners. In coordination with Chiefs of Missions, help all entities achieve their goal of managing resettlement challenges through meetings, information sharing, and joint program planning.

5. Serve as the Project Manager for RSC Latin America. Coordinate activities closely with the USRAP Global team in Washington, DC, including the USRAP Global Coordinator and USRAP Senior Program Advisor, with the goal of harmonized management of activities. In relation to staff training, development and succession planning, work closely with the HR-Business Partner, taking into consideration global USRAP needs.

6. Supervise and oversee RSC processing staff, ensuring activities are completed in an efficient and accurate manner in accordance with Worldwide Refugee Processing System (WRAPS), Department of Homeland Security (DHS)/United States Citizenship and Immigration Services (USCIS), United States Department of State’s Bureau of Population, Refugees, Migration (PRM) and Resettlement Support Center (RSC) guidelines.

7. In coordination with USRAP Global Coordinator and Senior Program Advisor, Regional Page 2 / 5RMOs, relevant Chiefs of Missions and the Manila Financial Support Unit, plan, create, monitor and report on the regional budget for RSC and resettlement Latin America according to donor requirements. Following budget approval, implement activities in all countries in line with budget availability and operational efficiency. Advise on potential administrative, budgetary, and financial consequences of developments in the missions’ activities.

8. Represent RSC Latin America and the Organization in meetings, workshops, and international conferences, and, as required, write reports, presentations and background documents on behalf of the USRAP.

9. Advise the USRAP Global Management team, Chiefs of Missions, Regional Director, the Resettlement and Movement Management (RMM) Division in IOM HQs on the status of ongoing resettlement programs, refugee trends, situations of interest, and recommendations for program policies in Latin America. Monitor the administrative and logistical support provided by missions to the USRAP in Latin America.

10. Request and analyse data prepared by RSC Data Integrity and Operations Officers across the region on resettlement activities and refugee departures from Latin America to the United States and other resettlement countries. Present statistical and narrative reports to resettlement countries, IOM HQs, donors and governments in the region. Contribute to an annual plan regarding resettlement in Latin America.

11. Pro-actively implement fraud prevention measures in all aspects of program delivery in accordance with IOM policies and PRM Fraud Prevention and Mitigation Measures. Bring to the attention of the relevant Regional Director(s), Chief(s) of Mission, USRAP Global Coordinator and Senior Program Advisor any non-compliance of staff or other areas of concern and provide plans for improvements that will maintain the integrity of resettlement and RSC activities in Latin America.

12. Assist the Global Management team in developing methodologies to meet new technical requirements and improve RSC and resettlement activities implemented by IOM. 13. Analyse and interpret IOM, USRAP Global and PRM guidelines in conjunction with country specific legislation to ensure programs are implemented in a manner that is complementary to a variety of situations, including local legal, cultural, geographic, and historic issues. 14. Perform other such duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or • University degree in the above fields with nine years of relevant professional experience. Experience

• Experience in resettlement programs;

• Supervisory/management experience in USRAP, including significant exposure/experience with RSC or related activities such as case creation, pre-DHS processing, case work, and out processing;

• Experience supervising/managing USRAP activities in remote areas;

• Sound knowledge of program implementation and familiarity with IOM’s administrative, financial, and business rules and practices;

• Knowledge of Worldwide Refugee Admission Processing System (WRAPs).
