The EIB, the European Union's bank, is seeking to recruit for its Risk Management Directorate (RM) - Financial Risk Department (FIN) – Treasury & Liquidity Division (T&L) - Liquidity Risk Unit (LRU), at its headquarters in Luxembourg, a:

Associate Financial Risk Management Officer

This is a full time position at grade 4/5

The term of this contract will be 4 years

Panel interviews are anticipated for end of September/ beginning of October

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

To contribute to the optimisation of the liquidity, funding and lending functions of the Bank through the elaboration and implementation of policies in the specific domain of liquidity risk, as well as through the monitoring, management and reporting on related risk exposures in order to minimise liquidity risk.

Operating Network

The Associate Liquidity Risk Officer reports to the Head of Division and/or Head of Unit. You will work closely with the Departments involved in financial and control matters, especially FI, OPS, CS and FC.

Accountabilities

The Associate Liquidity Risk Officer will:

  • Perform Liquidity risk reporting, on a daily, weekly and/or monthly basis
  • Execute data control processes of the division in order to ensure the production of risk reports on the basis of up-to-date and reliable data
  • Ensure testing of Liquidity risk applications and address data quality issues with a focus on liquidity risk matters
  • Contribute to the formulation of independent opinions on operations and proposals embedding liquidity risks
  • Ensure back-up of reporting tasks in the other areas of activity of the Unit
  • In a team with other colleagues participate in the Bank's projects to ensure on–going compliance with best banking practices in the area of liquidity risk management.
  • Contribute to the maintenance and update of the Financial Risk Guidelines and related procedures and methodologies in the domain of liquidity risk


Qualifications

  • University degree in a quantitative subject such as Maths, Physics or Statistics, with exposure to finance, or in Finance/Economics with a quantitative background.
  • At least 3 years of relevant professional experience in Liquidity Risk, General Risk Management or Treasury activities.
  • Direct experience on EU liquidity risk management/reporting is a clear advantage (EBA templates).
  • Good knowledge of BCBS policy papers on liquidity risk and settlement risk
  • Good knowledge of financial principles, methods and techniques applied to price and value the instruments used in financial markets, stress testing methodologies.
  • Excellent knowledge of MS Excel, Business Objects, SQL
  • Advanced VBA programming skills necessary, familiarity with IBM Algorithmics would be an advantage
  • Proficiency in English and/or French and a good command of the other language. Knowledge of other European Union languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
