Context:

Under the overall supervision of the Senior Resources Management Officer in Somalia and the direct supervision of the Senior Supply Chain Officer in Somalia and in collaboration with the Global Procurement and Supply Unit (GPSU) at the Manila Administrative Centre (MAC), the successful candidate will be accountable and responsible for ensuring the appropriate implementation of Instructions, Regulations and Rules which govern IOM management of resources related to procurement in the Mission and its sub-offices. S/he will assist procurement planning for Somalia Country Office, in close coordination with programme managers S/he will be responsible and accountable for providing support to ongoing activities with procurement and logistics services.

Core Functions / Responsibilities:

Solicit bids, quotations, tender documents, oversee bidding process & provide support for all procurement transactions, analyse them for conformity to specified requirements, conduct appraisals and select suppliers, and confirm terms of payment; prepare purchase orders and ensure receiving authorization according to the procurement threshold.

2. Follow-up on purchase orders status and keep project managers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.

3. Assist programme management in preparing and issuing call for proposals (CFP/RFQ), bidding documents for the tendering, the bid opening and evaluation of the bidding documents. Verify if proper biddings are done transparently and in accordance with the set rules and regulations under the Field Procurement Manual.

4. Coordinate with Contractors and Engineers to ensure required materials for construction is available on site in coordination with operations staff

5. Assist in the adherence to stockroom management practices, to ensure there is no undue overstocking or loss; control supply stock and monitor consumable materials, in order to be able to provide staff with ready access to common regularly used items and replenishment. 6. Monitor and update information/database for vendor/contractor accreditation and evaluation process to ensure availability of pool reliable vendors and contractors to address the needs of the country.

7. Update tracking system to account for commodities, supplies, equipment and project’s assets in various sub-offices. Monitor tracking system and ensure that it is functioning properly. 8. Assist to implementation supply chain initiatives and improvements to support country mission operations

9. Train and supervise procurement and logistics assistants in Somalia ensuring that they conform to established procedures and assist in producing monthly and regular reports. 10. Organize and maintain proper procurement and filing systems as well assist the procurement/Supply Chain officer in records keeping management in relation to the projects. 11. Identify transport companies and deploy effective and reliable vehicles for transporting personnel, materials and equipment needed in programme implementation.

12. In coordination with the program managers and Procurement Officer analyse procurement requests, identify Service Providers, and evaluate information regarding vendor's performance in the areas of quality, prices, and delivery of goods in view of the Organization's best interests. 13. Ensure the proper management of inventory by the staff responsible.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Logistics, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Page 2 / 4Experience

• Strong technical experience in asset management and the tenders, bid evaluations and contracts

• Diverse experience working on complex projects and emergencies, specifically meeting timelines and milestones;

• Experience living and working in insecurity environment;

• Excellent of asset management process and procedures.

• Excellent level of computer literacy and good knowledge of SAP/PRISM required. Languages

Fluency in English is required. Working knowledge of Somali is an advantage.

Internationally recruited professional staff are required to be mobile.
