A call for expression of interest

NRC with the collaboration of Education Cluster calls for expressions of interest for conducting a multiyear proposal writing consultancy of the education project in Central Africa Republic (CAR) to Education Cannot Wait (an international institutional donor) to fund the Ed. The first project has been implemented during the school year 2017-2018, providing access to education for more than 65.000 out-of-school children to be reintegrated into the formal school system.

The goal of Education in Emergency Programing Strategy in CAR is that all crisis affected girls and boys (3-17) have access to safe and equipped learning spaces and quality learning opportunities and to reduce the risks to all crisis-affected girls and boys (3-17) through the improvement of their ability to cope with negative psychosocial effects as well as to limit the physical danger presented by the crisis.

Purpose of the Evaluation

The consultant will lead the process in developing a compelling, evidence-based proposal to be submitted to Education Cannot Wait before 15th September 2018.

NRC with the collaboration of Education Cluster is looking for a consultant, covering the following qualifications:

  • Bachelors or equivalent required in Education in Emergency international relations or related field; Masters preferred;
  • Minimum 6 years of proposal development experience for the humanitarian sector, particularly for international NGOs and UN agencies. Experience writing Education in Emergency, or education/protection proposals 
  • Extensive experience working in the Education sector in emergency situations and contexts, with a strong capacity for analyzing education needs and developing a response strategy for large institutional donors,  
  • Knowledge of the full proposal development cycle, grants experience will be a plus; Fluent in writing and editing skills in English. Ability to work long hours and be flexible in order to meet tight deadlines

Budget

Expressions of interest should include a proposed budget for the proposal development, covering consultancy fees, international travel, per diem, insurances, communication and deliverables.

Time frame

The first draft of the proposal is due to 15 September and the final submission of the proposal is 30th September 2018.
