FUEL SUPPLY ASSISTANT

Bukavu (Congo Democratic)

Org. Setting and Reporting

This position is located under the office of the Chief Life Support Section of United Nations Organization Stabilization Mission in the Republic Democratic of Congo (MONUSCO), with duty station Bukavu. The incumbent, Fuel (Supply) Assistant will report to the Chief Rations Unit under the overall guidance of the Chief Life Support Section.

Responsibilities

Within the limits of delegated authority, the Supply Assistant will carry out the following duties:

-Receive on-line requisitions for supply items e.g. rations, fuel and general supply items from clients, verify and approve for distribution within required time line.

-Monitor stock of emergency reserve as per Mission Support Plan

-Conduct regular stock taking of supply items in the supply stores, contractor’s warehouse and prepare reports on discrepancies if observed and performance level.

-Monitor delivery plan of food rations is executed within the delivery week including redelivery requirements.

-Inform Chief Rations Unit on supplies which require stock replenishment in a timely manner;

- Assists in implementing the Quality Assurance (QA) procedures as they relate to the supply of food rations to the Mission; which includes, but is not limited to: Canned, Dry, Fresh and Frozen Rations, Bottled Water (BW), Prepared Food, Combat Ration Packs (CRP), Cafeteria Services, Catering and Warehousing Services;

-Implement supply-related Standard Operating Procedures (SOPs) including on Receiving and Inspection, Quality Control (QC)/Quality Analysis (QA), inventory control and reporting.

-Work in Electronic Rations Management System and Electronic Fuel Management System across ordering, delivery management, performance management and invoicing process.
-Assists in monitoring and analyzing contract performance to ensure compliance with contract terms, schedules and cost objectives.
-Assist Receipt and Inspection Unit (R&I) in receiving and inspecting goods delivered by vendors and managed by the supply chain;
-Process internal R&I reports for goods in the supply stores and forward to R&I unit for processing records of the goods in Umoja, and issue to end users according to established procedures;
-Update stock cards for acquired products;
-Assist in weekly reconciliation of receipt and issues in order to confirm that nothing is being misappropriated;
-Conduct periodic inventory verification of UN non-expendable property and attractive property managed by supply stores and update records in Umoja by processing issue vouchers to individual/end users of UN property for purpose of transparency and accountability;
-Assist with ensuring implementation of the internal control systems including accounting, report and maintenance of all electronic/hardcopy records to ensure proper audit trail.

-Prepare write-off requests for property which is lost, obsolete or damaged;
-Receive technical evaluation report on damaged property or property which has become obsolete and raise request for write-off in the Umoja system to facilitate submission to the Local Property Survey Board (LPSB) by claims office;

-Provide technical input as required in the development and implementation of supply and service contracts, including in preparing Statements of Work, technical evaluation and presentations to Local Committee on Contracts.

-Perform other related work as required.

Education

High school or equivalent diploma is required. Technical certificate in at least two of the following areas: ISO 2200, ISO 9000, HACCP or SIMILAR STANDARD is highly desirable.

Work Experience

A minimum of eight (8) years of progressively responsible experience in supply services, inventory management, logistics, project management or related area is required. Experience in supporting supply service of international peacekeeping or military operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required. Working knowledge in French is desirable.

Assessment
