International Individual Consultancy to support operationalization of the inclusiveness component of the child-friendly school concept of Turkmenistan Duration: 1 October 2018-30 Apr 2019 (25 working days) Location: Ashgabat city with visits to selected regions

Specific Tasks

  1. Undertake a desk review of all the existing materials, including on the current work on introduction of ECI services and child-friendly school initiative in Turkmenistan
  2. Undertake an in-country visit to regional selected sites and facilities to understand the emerging services that are being provided to children with disabilities (CwD) in Turkmenistan and to identify the gaps that need to be addressed to ensure meaningful inclusion.
  3. Participate in a full day meeting with professionals engaged in the ongoing provision of services for children with disabilities including the multi-disciplinary teams, pre-school and primary school specialists and parents to collect sufficient information on the needs of providers and parents
  4. Prepare a draft programme agenda, training materials and resources for a three-day workshop on inclusive education, principles and approaches.

Facilitate two workshops:

  1.  
    1. The first on approaches for selected childcare professional including child development staff, preschool and primary school specialists as well as members of the multi-disciplinary teams on inclusive education principles and approaches in line with child-friendly international principles with focus on standards and indicators on inclusion
    2. The second: to reinforce the process and sequence of identification, assessment and intervention to support CwD and to strengthen the preparation of individual learning and development plans for CwD. This workshop will review the recommended practices that support CwD and their families across selected mainstream preschool and primary facilities in line with child-centred teaching and pedagogy and child-friendly international school standards to ensure high quality programmes and services for all children and their families. The workshop will also discuss ways to operationalize the standards and indicators on inclusion of the approved policy document.
  2. Prepare a roadmap for taking forward the inclusion component of the CFS concept of Turkmenistan, with recommendations for next steps.
