Under the supervision of UNICEF’s Child Protection Specialist, the consultant will conduct an assessment of the policies and codes of conduct that exist in the private sector and other investments they make towards the protection of children, especially to prevent and respond to violence against children

Under the supervision of UNICEF’s Child Protection Specialist, the consultant will conduct an assessment of the policies and codes of conduct that exist in the private sector and other investments they make towards the protection of children, especially to prevent and respond to violence against children

How can you make a difference?

Under the supervision of UNICEFs Child Protection Specialist, the consultant will conduct an assessment of the policies and codes of conduct that exist in the private sector and other investments they make towards the protection of children, especially to prevent and respond to violence against children

This study will be composed of a 1. desk review and 2. a field survey

The desk review will include

  1. Consultant compiling the company policies and codes of conducted that promotes child protection or violate child protection principals directly or indirectly, with or without intention.

Field survey will include

  1. Consultant visiting selected companies and studying the whole value chain [Inputs/inbound logistics, processing, outbound logistic, marketing, advertising and product development ]. Based on the value chain study; the consultant will identify the following;
  1. Harmful inputs on children that are used by firms that violates child protection principals [eg; chemicals, and substances that are harmful to children]
  2. Harmful practices engaged by firms in their production process that violates child protection principals [eg. Use of child labour indirectly and directly, etc]
  3. Harmful outputs/products that risks children [eg; cigarettes, drinks with high sugar, food with high level of calories..etc]
  4. Harmful packaging and advertising practices that violates child protection principles [eg-, promotion of advertisements that are harmful for children's development etc]

Methodology

  1. A manageable sample of Companies will be selected to represent all the three sectors [agricultural, manufacturing and service sectors] and the economic classifications as per the national accounts. When selecting the companies, it is important to select companies that falls into the definition of small, medium and large-scale companies. It is known that it is the small and medium scale companies that are forced to adopt practices that are harmful to children due to their under resourced nature.
  2. Using the selected list of companies, the consultant will conduct the said desk research on policies and procedures of these companies that promotes/violates child protection principals.
  3. The consultant will conduct a detailed value chain analysis on each of the companies selected.

The consultant will provide an assessment report to enable UNICEF to understand the impact different sectors have on children and child protection in Sri Lanka.

The report will include the following in the findings section

  1. Identify companies in each sector that adopts best practices that promotes child protection policies and identify why these companies are motived to do so?
  2. Do companies have a so-called policy that protects children? If not, why haven't they thought of?
  3. Identify and advise unicef how these companies [that adopts best practices] could be engaged as champions to promote child protection policies to other companies in the same industry.
  4. Identify companies that adopts harmful policies and practices that infringes child protection and its impact on children
  5. Identify the underlying reasons that pushes these companies to follow policies, practices and behaviors that infringes children protection principals.
  6. Advise unicef on how to engage these companies that violates child protection principles and to promotes best practices among them.

Activities and Tasks:

  1.  Inception report that includes a review existing information and methodology;
  2. Visit to Companies / Trade Bodies etc and collect data
  3. Compile a draft report that provide guidance on prioritizing the sectors UNICEF could engage with to affect change; document the leading companies / trade bodies/ or others responsible agencies within each sector who implement child protection policies ; document the different policies, codes of conduct that exist and the level of company hierarchy that engages pragmatically; provides an analysis of actual company engagement and that provide guidance / recommendations on what action is needed

 

To qualify as an advocate for every child you will have…

  1. Education: minimum masters or higher degree in business management, commerce, social work, child protection or a related field in social sciences.
  2. Specialist skills: excellent analytical, research, report writing skills. Demonstration of past similar experience is required.
  3. Years of experience: 8-12 years of practice and research experience in social work, academic training, child protection or associated field. The successful candidate should demonstrate the sample of previous similar research/analytical work.
  4. Competencies: Ability to engage constructively with governments and other partners/stakeholders at national and sub-national levels.
  5. Languages required: Fluency in English and Sinhala are required. Knowledge of Tamil is an advantage.

 

Duration of the consultancy: 6 weeks (tentative start date 01 September 2018)
