 Purpose of the Assignment

Under the direct supervision of Supply and Procurement Specialist, the Logistics Officer-Cold Chain is responsible for coordinating the deployment of cold chain equipment under CCEOP and be a link between UNICEF, the vendor and government partner in order to ensure smooth implementation of the project and address bottlenecks. The main role includes the processing of exemptions and importation permits, customs clearance, transportation, monitoring installations and reporting on CCEOP activities. 

Specific Tasks

The Logistics Officer Cold Chain will provide technical and coordination support to the cold chain and immunization program with the following specific tasks:

  1. Prepare cold chain equipment deployment schedule for review by the PMT for CCEOP
  2. Prepare site readiness schedule for use by the vendor
  3. Liaise with supplier and shipper to ensure that all shipping documentations are in place prior to shipment arrival
  4. Liaise with CCEOP PMT and ensure a clearing agent is assigned before arrival of shipments
  5. Support vendor with advice on transportation / shipping routes that are low risk
  6. Identify gaps and challenges still facing in immunization supply chain management for effective implementation of CCEOP program;
  7. Provide technical support to immunization program as needed, to strengthen systems for effective supply chain and logistics management for vaccines and cold chain systems;
  8. Provide technical inputs to advance the use of vaccines in a controlled temperature chain
  9. Participate in all CCEOP deployment meetings including its PMT as required
  10. Participate in all immunization logistics technical working group meetings for HSS project
  11. Regularly meet with IVD program team to forecast supply/equipment/logistics needs for GAVI HSS intervention and come up with monitoring schedule
  12. Participate in the discussions to develop Annual Work plan (AWP) with National and sub-national partners and ensure immunization health logistics systems strengthening is properly addressed and agree on the monitoring and evaluation frameworks
  13. Conduct end user monitoring for CCEOP and GAVI HSS supplies procured by UNICEF and prepare regular reports

Desired Experience

Qualification and Experience:

  • University degree, preferably in Social or Health Sciences (Logistics, Supply chain, or other relevant health discipline). A Masters degree in related field is an added advantage
  • A minimum of 3 years of progressively responsible experience in health logistics systems strengthening and managing immunization programs
  • Proven expertise and experience in managing national cold chain systems
  • Proven expertise in managing, monitoring and evaluation of supply chain and logistics for health/immunization program
  • Proven working relations with National, district & sub-district structures

 Competencies:

  • Strong analytical skills
  • Knowledge of importation and customs processes in Tanzania Mainland and Zanzibar
  • Knowledge of the Tanzanian mainland and Zanzibar context and EPI program
  • Excellent facilitation skills, negotiation skills and oral and written communication skills;
