Anti-trafficking Adviser(s) - Capacity Building Project (Greek Speaking)

Do you have experience in combatting human trafficking and in protection of vulnerable populations from exploitation?  In cooperation with the National Centre for Social Solidarity (EKKA) in Greece, NORCAP is seeking Greek speaking experts to develop and deliver training modules and provide technical guidance on identification, referral and protection of trafficking victims.

Background

Human trafficking in humanitarian settings is a growing concern.  Greece is a major point of entry into Europe for refugees fleeing conflicts, with some 1,091,000 asylum seekers arriving in the country since January 2015. Amongst them, there are extremely vulnerable individuals who face grave protection risks, including exploitation, forced prostitution and conditions of forced labor for men, women, and children. 

The NORCAP Capacity Building Project for Greece aims to ensure dignified reception standards and identification and protection of particularly vulnerable asylum seekers. Under this project, one aim is to strengthen capacity of the Greek systems for identification, referral and protection of survivors of human trafficking.

Position Description

NORCAP intends to support the Greek National Centre for Social Solidarity (EKKA) in developing a comprehensive and effective National Referral Mechanism (NRM) by deploying two advisers to work in unison,

1. developing and providing training on identification, referral and protection of trafficking victims, and

2. providing technical support to EKKA and NRM staff in headquarters and in the field.

This position is based in Athens, however significant field travel in Greece is required. 

The assignment includes four areas of responsibility:          

         1. Training

         Module development (3 months):

• Complete a needs assessment to determine the existing gaps and identify training needs.  This will include head office, and field locations (shelters, camps and urban accommodation programme settings) where intended recipients of training are present

• Produce a comprensive report including recommendations for selection of training locations and venues, timeline for the development of the training program and participants, and a post-training impact evaluation

• Develop a comprehensive training module (in Greek) for the local authorities and partners involved in the reception of refugees in mainland Greece and the islands, on identification and referral, and protection of asylum seeking trafficking victims

          Organise and conduct trainings (6-9 months):

• Facilitation of training and workshops (including development of program and logistical tasks) and applications of developed tools, materials and documents

         2. Technical support

• Respond to requests for technical assistance from EKKA staff or frontline responders

• Develop tools and promote best practices for the protection of trafficking victims in the context of the NRM

         3. Key indicators, and trends in trafficking (data collection and analysis)

• Support the EKKA Information Management team in the analysis of data and production of related reports

• Provide guidance to local authorities and NGO staff working on the ground on the collection of primary data relevant to the above

         4. Monitoring tools

• Provide comprehensive reports to NORCAP and the donor

• Develop a set of monitoring tools to adequately measure the impact and challenges of the anti-trafficking related aspects of the NORCAP capacity building project in order to inform the above report

The Anti-Trafficking Advisor(s) will work closely with the Project manager for Greece and other NORCAP experts, as well as with the EKKA and NRM colleagues.

Qualifications and Experience

• Advanced university degree in a relevant field

• At least 5 years of relevant professional experience, including direct experience in the protection of survivors of trafficking, SGBV or trauma, as well as asylum seekers and refugees

• Very good working knowledge of relevant national and international standards and principles for reception of refugees

• Demonstrated knowledge and experience in conducting need assessments and developing training modules, referral tools etc

• Solid experience in capacity building and training initiatives in relevant field

• Experience gathering and analysing quantitative and qualitative data and ability to write and review technical reports required

• Experience with a Government or UN agency, or a regional or international organization is preferred

• An understanding of the mission, core values and objectives of the National Centre of Social Solidarity (EKKA), as well as NRC NORCAP

• High level proficiency in written and spoken English and Greek

Competencies

• Strong writing and proofreading skills with careful attention to detail

• Excellent facilitation and presentation skills, including the use of modern training and presentation methods

• Ability to establish and maintain good working relations with relevant Government and Non-Governmental counterparts and international organizations

• Ability to work independently, as well as part of a diverse and multi-sectoral team

• Psychological resilience and a sense of humour

Reports to: NORCAP Project Manager Europe / Greece

Employment location: National Centre for Social Solidarity, Athens, Greece

Field travel:     50%

Duration and type of contract:  EU contract / contract under Greek national law.  12 months with the possibility for extension.

On completion of this contract the specialist can be considered for further deployments through NORCAP membership.
