NORCAP is the Norwegian Refugee Council’s expert deployment capacity. It consists of several, world-leading standby rosters, one of which is NORDEM, the Norwegian resource bank for democracy and human rights. NORCAP strengthens international and national partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action. Our NORDEM experts specialise in human rights and support for democracy. 

Tasks and Responsibilities

  • Provide overall supervision and political guidance on the monitoring efforts and act as a focal point for a designated region

     

  • Follow and analyse political and legal developments affecting freedom of expression

     

  • Analyse public policy, legislation and state practice affecting freedom of the media 

     

  • Maintain relevant networks, correspondents and media freedom advocacy contacts and maintain regular contact with journalists' associations

     

  • Contribute to reports on and participate in visits and serve as focal point for visits to designated region

     

  • Assess developments in the media and make suggestions for interventions to RFOM

     

  • Liaise with and supervise consultants and experts outside of RFoM in production of commissioned reports or studies

     

  • Establish and maintain contacts with relevant governmental officials, international organizations and institutions, specialized NGOs and the OSCE field presences, on issues of relevance to RFOM's mandate

     

  • Represent the Office at seminars, conferences and meetings, including delivering statements, papers and speeches

     

  • Keep close contact with the public outreach colleagues and OSCE missions, organize public relations activities

     

  • Co-ordinate and manage relevant financial activities

     

  • Performing other related duties as assigned.

 

Necessary Qualifications

 

  • Second-level university degree in political science, media studies, history, law, journalism or another related field

     

  • A minimum of eight years of progressively responsible experience, including practical experience in the field of media, media freedom advocacy, human rights or related experience within the OSCE or another international organization

     

  • Experience in programme management

     

  • Professional fluency in English with excellent drafting and communication skills

     

  • Ability to work in a deadline-driven environment with demonstrated attention to detail

     

  • Demonstrated gender awareness and sensitivity

     

  • Ability to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds
