NORCAP is the Norwegian Refugee Council’s expert deployment capacity. It consists of several, world-leading standby rosters, one of which is NORDEM, the Norwegian resource bank for democracy and human rights. NORCAP strengthens international and national partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action. Our NORDEM experts specialise in human rights and support for democracy. 

Tasks and Responsibilities

 

  • Provide expert advice, identifying, developing, implementing and evaluating programmatic activities and projects with a focus on human rights and gender mainstreaming in the security sector
  • Contribute to and co-ordinate development of tools and publications on human rights, gender and security
  • Develop and perform training on the gender aspects of security
  • Promote gender awareness among participating States, OSCE institutions and field operations
  • Establish and maintain contacts with external and internal stakeholders on issues related to human rights, gender equality and security
  • Contribute to the overall work of the Human Rights Department in other areas with special attention to gender issues
  • Performing other related duties as assigned

 

Necessary Qualifications

 

  • First-level university degree in international relations, political science, social sciences, law or other disciplines related to human rights
  • Six years of progressively responsible and relevant experience in the field of human

    rights and gender, including experience at the international level in an advisory function

  • Experience in designing and implementing projects on human rights and gender aspects of security
  • In-depth knowledge of women’s human rights and security-related issues
  • Knowledge of UN, Council of Europe and OSCE human rights and gender equality standards
  • Knowledge of human rights monitoring and reporting methodology and practice
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective
  • Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds
  • Professional fluency in the English language, both oral and written

     

    Desirable Qualifications

     

  • Working knowledge of other OSCE languages, especially Russian
  • Experience working in or with the security sector
