The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose of the Job:
The Camp Management Coordinator will work closely with the Camp Management Specialist to support NRC’s Camp Management programme in central region (Kabul), West (Herat and Badghis), and East (Nangahar, Laghman, Kunar). NRC’s Camp Management programme uses Community Outreach methodologies to support displaced Afghans, including those residing in Informal Settlements, spontaneous collective sites, and in urban areas among the host community.
The project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance:
• Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities
• Community Engagement/Empowerment: Participation of affected communities alongside local stakeholders in the humanitarian and development response
• Support to Coordination: Efficient, effective, and inclusive coordination of services at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).
The programme uses three main mechanisms for enhancing communication, community engagement, and coordination:
• Community Spaces in tents or buildings, established both in urban areas and among informal settlements/collective sites
• Community Committees established and trained in informal settlements/collective sites and urban neighbourhoods
• Outreach Teams who work in Community Spaces and visit displacement-affected communities in their neighbourhoods, settlements, or collective sites

Job description

  • Generic responsibilities
  • Adherence to NRC policies, guidance and procedures
  • Contribute to Camp Manangement strategy development, project proposals and provide input on needs and gaps
  • Ensure that Camp Management projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

  • Specific responsibilities:
  • Conduct field visits to monitor implementation of CM Programme and provide feedback to field teams and to CM Specialist
  • Support in recruitment and performance management of CM field staff
  • Support CM Specialist in capacity building activities with field teams
  • Feedback on and translation of CM programme tools into Dari and Pashto
  • Review data and information/reports from the field and support field teams in enhancing quality of data collection
  • Collect and analyse data from the field, including for regular output-focused data collection, as well as periodic outcome monitoring and specific research initiatives

Qualifications

  • University degree (preferably in social sciences, e.g. education, political science, international relations, law, journalism, gender studies, human rights, etc.)
  • 3-5 years of experience from working in a position relevant to project implementation in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, community capacity building, or related field
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Experience in providing trainings for staff
  • Fluency in English, both written and verbal
