Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

UNMAS Syria Response

Recognizing the magnitude of the humanitarian crisis in Syria, the systemic gaps in coordination, and following the adoption of resolutions 2139, 2165 and 2191 by the United Nations Security Council, humanitarian actors operating inside Syria from Damascus and neighbouring countries launched the Whole of Syria (WOS) approach to develop a principled, predictable and coherent response to prioritized humanitarian needs.

UNMAS  deployed to Gaziantep at the request of the Deputy Regional Humanitarian Coordinator in August 2015 and subsequently activated the Mine Action Sub Cluster under the Protection Cluster to address the impact of explosive hazards within Syria. UNMAS is the lead agency for the Mine Action Sub Cluster for WOS, and its offices in Beirut, Amman and Gaziantep work in support of the mine action response within Syria.

UNMAS provides leadership of the sector, working to reach affected civilian populations through the expansion and provision of mine action services inside Syria, strengthening participatory approaches to programming, and mainstreaming risk education into wider humanitarian activities. Given the limited access that international mine action actors have inside Syria and the reliance on national actors to identify issues and deliver mine action responses, coordination and capacity building of Syrian NGOs and civil society on protection has been identified as one of the priorities.


Functional Responsibilities

The M&E consultant is responsible to design, develop and roll out the M&E framework for the UNMAS Syria Response Programme. Reporting to the Programme Manager, the M&E consultant will work closely with all sections of the Programme to develop M&E indicators and roll out a system aimed at undertaking independent quality assurances and regular reviews of the project activities.

Ensuring that project controls are in place, to monitor and handle issues with the Programme team that arise and assist the Programme to take corrective action.

The M&E consultant will also review existing data collection techniques, storage and information products and support to the Programme and Information Management teams to review and analyse these products. 

Finally, the M&E consultant will provide training to key identified staff to integrate M&E throughout programme life cycle and to ensure the continual implementation of the M&E framework.

Below are a list of key responsibilities:

  • Working alongside the Management team and all relevant sections, design a Monitoring and Evaluation Framework for the UNMAS Syria Response Programme;
  • Review current programming and in line with overarching strategic and policy guidance, devise consolidated list of indicators for UNMAS Syria Response programming;
  • Ensure compatibility with global UNMAS M&E framework;
  • Develop tools and processes in line with organizational M&E system, including key documents such as logframes, detailed implementation plans and work-plans for all programmatic sections (Programme & Coordination, Operations, Security and Support Services) as and when required;
  • Conduct internal monitoring and design a monitoring plan to assess progress toward achieving objectives, ensuring compliance and effective implementation according to plans and proposals providing recommendations for improvement;
  • Assess the programme implementation strategy adopted with critical review of successes and challenges;
  • Review the progress made in program component and assess the results delivered towards achieving the overall program objective;
  • Advise UNMAS/UNOPS on issues/risks that may impact the delivery of the programme;
  • Promote the awareness and understanding of the shared responsibility of M&E function among all staff members through communication, training, mentoring, learning and development activities organization-wide;
  • Working alongside the Programme and Coordination Unit and Information Management, provide advisory support to enhance the Monitoring and Evaluation as well as data quality management of the Humanitarian Mine Action sector data processes, tools, products and policies.
  • Support the Programme and Information Management teams in the Humanitarian Programme Cycle as it relates to assessment methodologies, indicators and analysis for the mine action sector;
  • Support data analysis as it pertains to the M&E framework and support the Programme and Information Management teams in the development of Information Management tools and products

Education/Experience/Language requirements

Education and Relevant Years of Experience:
  • Advanced University Degree (Master’s Degree or equivalent) in development, humanitarian affairs, business administration, project management, social science or related field with a minimum of 7 years of relevant experience; or 
  • First level University degree (Bachelor’s Degree or equivalent) in development, humanitarian affairs, business administration, project management, social science or related field with a minimum of 9 years of relevant experience 
Work Experience:
  • Relevant experience is defined as experience in monitoring and evaluation (M&E) projects
  • Within relevant experience, M&E system design and maintenance is required
  • Monitoring & Evaluation field experience is required
  • Experience with data management software (MS Access, MS Excel etc) is desired
  • Experience working in the humanitarian and development sectors preferably with UN organizations in setting up M&E systems is desired 
Languages:
  • Fluency in English (writing, speaking and reading) is required;
  • Knowledge of another UN official language is desired.
