PROGRAMME MANAGEMENT OFFICER

Goma (Congo Democratic)

Org. Setting and Reporting

This position is located in Goma at the United Nations Organisation Stabilization Mission in the Democratic Republic of Congo (MONUSCO) in the Disarmament, Demobilization, Repatriation, Reintegration and Resettlement (DDR/RR) section. The incumbent will report to the Chief of Section of DDR/RR.

Responsibilities

This position is primarily responsible for the planning, implementation and monitoring and evaluation of the Community Violence Reduction (CVR) programme being implemented in areas affected by armed conflict in eastern DRC as well as in the Kasai region. The CVR programme is implemented under the direction of the Chief of Section DDR/RR in coordination with the Chief of Office of the DSRSG Operations and Rule of Law (RoL), Heads of Office, the Program Management Unit and other relevant areas including the Stabilisation Support Unit.

Among others, he/she will:

1.Planning
•Coordinate policy development within DDR/RR, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.
•Support the coordination and alignment of DDR/RR programmes, specifically CVR, with Mission priorities, targeted strategies against armed groups and the protection of civilians as well as the International Security and Stabilization Support Strategy (ISSSS).
•Provide support in the coordination of a communications strategy on the CVR programme
•Generate survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Research, analyze and present information gathered from diverse sources..


2.Implementation
•Develop, implement and evaluate CVR programmes/projects, etc.; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
•Support the Chief of Section DDR/RR and DSRSG Operations and RoL, advocate and engage with Member States and other international and national stakeholders to further the effectiveness and integration of CVR programmes.
•Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities.
•Provide guidance to external consultants, government officials and other parties and drafts mission summaries, etc.

3.Administration
•Organize and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provide substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Coordinate activities related to budget/funding (programme/project preparation and submissions, progress reports, performance reports, etc.) and prepares related documents/reports (work programme, programme budget, Results Based Budget logframe, etc.).

•Performs other related duties.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in the field of political, civil or humanitarian affairs, post-conflict recovery and/or development, programme management, or a related field is required. A minimum of two years of field work coordinating interdisciplinary and multidimensional programmes and projects in a post-conflict context is required. Specific programmatic experience, including monitoring and evaluation, relating to reintegration of conflict-affected populations, community violence reduction and/or stabilization/early recovery is desirable. Experience in managing a team is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) and knowledge of French is required. Fluency in French is desirable.

Assessment
