The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background

The Association of International Development Agencies (AIDA) is a membership body and coordination forum of international non-governmental and non-profit organizations (INGOs) that share common values and a shared interest in promoting quality development and humanitarian programs in the occupied Palestinian territory (oPt). 

AIDA aims to be a proactive and accountable network of INGOs which work in a coordinated and coherent way to respond to emergencies or humanitarian crises and towards sustainable and equitable development, human rights, social inclusion, poverty reduction and good governance in the oPt.  AIDA works to achieve this by addressing issues that affect member’s ability to deliver effective and accountable humanitarian assistance and development programming. 

AIDA supports its members to apply a rights based, gender sensitive, and conflict sensitive approach, focusing on advocacy and policy change addressing practices or violations of international law that create vulnerability and poverty. 

NRC has an exciting and challenging opportunity for the right candidate who will play a vital role working with this Association.   We are now accepting applications for the role of AIDA Director, reporting directing to the AIDA Executive Committee.

 
Our ideal candidate is:

We are particularly looking for an experienced leader with exceptional diplomatic and coordination skills, who can confidently navigate strategically with a variety of high level actors at different levels. Strong English skills and solid experience from a management position, preferable as Head of Mission of an INGO, in a humanitarian/recovery complex and volatile context, are essential.

 
Responsibilities include:

  1. Official representation of AIDA, with support from the Chair of the Executive Committee.
  2. Leads process of participation of AIDA members in external meetings where AIDA representation is required or desired.
  3. Acts as the first point of contact for diplomats, UN officials, governments, and other senior officials.
  4. Coordinate meetings with external stakeholders (donors, partners, UN agencies, and governmental bodies).
  5. Safeguards relationships with external coordination networks (PNGO, ICVA, Interaction)
  6. Facilitates the monthly General Assembly meeting, including setting the agenda of the meeting with input from the Exec Com.
  7. Reports to ExCom as a collective, and represents the Secretariat in ExCom meetings.
  8. General oversight of Secretariat’s management of activities as outlined in grants and/or approved Strategic and Annual Plan
  9. Fundraising for AIDA operations, donor relations, and drafting and finalizing donor proposals and reports (narrative reports), in consultation and coordinated with the host agency (that has ultimate contractual accountability with donors).
  10. Budget management and approving planned expenditures and all expenditures in accordance with the host agency’s internal regulations.
  11. Compliance with and adherence to AIDA and NRC policies, guidance and procedures.
  12. Leads and manages the Secretariat, and organises it as he/she sees it best fit to achieve the objectives, including deciding on office premises and hiring its staff, in consultation and upon endorsement by the ExCom.
  13. Delegates powers to the other staff in line with their areas of responsibilities, which is laid out in a specific internal work order.
  14. Responsible for keeping AIDA members and the board informed, through Weekly Newsletters, updates to the Sub-Committees (with delegated responsibilities to Co-Chairs from the Secretariat), ExCom and General Meeting.

Contract period: 2 years (pending funding)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Jerusalem
