The Norwegian Refugee Council in South Sudan is looking for a WASH/Shelter Project Manager to join their Rapid Response Team. The WASH/Shelter Project Manager will be responsible for managing current WASH and Shelter/NFI activities, whilst also exploring opportunities for expansion in the South Sudan Country Programme. The position will provide overall planning and implementation of the WASH and Shelter/NFI project and will development and build the capacity of project staff.

As a member of the Rapid Response Team, the position will be based in Juba but travel extensively to field locations.

Job description

• Strengthen current and establish new WASH and Shelter programmes and Rapid Responses in South Sudan.
• Provide input into the strategic direction and analysis of desired WASH and Shelter/NFI interventions responding to the WASH and Shelter/NFI needs based on assessments (in areas of operation and/or areas of expansion)
• Manage, train and develop the capacity of the WASH Shelter/NFI and other emergency response teams
• Develop, manage and monitor the budget(s) related to WASH and Shelter/NFI of the Rapid Response Team according to Financial Handbook and donor requirements.
• Initiate WASH and Shelter/ NFI rapid responses with a strong protection lens and ensuring beneficiary feedback mechanisms is set up
• Ensure the adoption of appropriate WASH and Shelter designs and technologies, taking into account cost effectiveness, cultural awareness and protection of the environment
• Technical monitoring and management of WASH and Shelter specific projects: construction of primary schools, temporary learning spaces, YEP centres and NRC compound, as well as latrines and boreholes at schools
• Develop RRT and WASH and Shelter related project proposals, reports and technical and financial documentation for submission to donors, internal and other external requirements
• Continuously monitor and analyze potential emergency situations and lead RRT in conducting gap analysis and assessments of hard to reach areas with a view to implement WASH and Shelter / NFI response.
• Represent NRC at emergency response coordination forums, relevant clusters, donors, UN and other working groups.
• Lead on practical implementation of community based programming with strong community participation and involvement

Qualifications

• Minimum first level university degree in relevant and related field; preferably engineering
• Minimum 5 years of experience from working as a Project Manager (or similar) in a humanitarian/recovery context and specific experience in one or more Core Competencies: WASH, Shelter/NFI, Livelihoods & Food Security
• Experience from working in complex and volatile contexts
• Technical expertise in Livelihoods and Food Security will be advantageous
• Fluency in English, both written and verbal
• Experience in protection mainstreaming, desirable

• High degree of creativity and initiating new ideas
• Transparent and accountable
• Ability to work under stressful conditions, meet deadlines and travel extensively at short notice to support field operations or capacity building
• Ability to work with diplomacy, tact and cultural sensitivity, with experience working in different cultural contexts
• Well-developed interpersonal and team skills
• Proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs.
• Knowledge of the context in South Sudan
• Experience with project/programme start-up, exit or similar
• Solid understanding and experience of crisis contexts and working in complex emergencies.
