  1. Background and Justification:

The Country Office is operating in an upper-middle income country context. Mobilizing financial resources from the general public and private sector in support of the most disadvantaged children in Belarus is a key component in the Country Programme. The FR team is working on mobilization of funds, in-kind donations, expertise and knowhow and contributes to change in social attitudes regarding individual philanthropy, corporate social responsibility and NGO-business collaboration. The Private Sector Fundraising Consultant contributes to the private sector fundraising and corporate engagement activities aiming to raise funds for the Country Programme.

  1. PURPOSE/ Objective:

The consultancy will focus on expanding already established partnerships with Priorbank and MTS and developing new partnerships and alliances.

  1. Key Tasks:

Summary of key tasks and accountabilities:

  • Contribute to the CO Annual Fundraising Action Plan through planning, development, coordinating, monitoring and evaluating Fundraising areas in order to increase fundraising revenue and strengthen loyalty and engagement of individual/corporate donors.
  • Oversee fundraising activities related to acquisition of new donors both individual and corporate through various channels. Contribute to assembling needed services and technical requirements for developments of new donors’ channels.
  • Coordinate adopting and implementing new payment channels. Provide technical expertise in support or improvement of new or existing online platforms and systems used for fundraising purposes.
  • Plan, optimize and oversee execution of existing donors’ retention processes. This includes optimization of existing materials and development of new contact points.
  • Oversee and lead the process of visibility and marketing activities within the fundraising campaigns. Coordinate the administrative processes and tasks related to the support of the visibility and marketing activities. Provide administrative support to fundraising activities. Establish and manage relationships with suppliers. Provide quality control to ensure that services/supplies are delivered as per requirements and timeliness set in ToR.
  • Oversee and lead the process of Donor data management, donor communication and fundraising campaigns. Monitor accuracy and consistency of donor data and analysis. Provide detailed analyses, in-depth reports and forecasts on PSFR, market trends and developments. Analyze received data; provide feedback on positive and negative trends.
  • Assist in the development, implementation and quality assurance of the fundraising donation web page and all other relevant instruments and tools (ERIP, web-pay, etc.)
  1. DELIVERABLES:

Deliverables are according to the Action Plan; which is approved by the Supervisor. The Action Plan includes the set of activities and financial targets.

  1. Supervision, Work Relations & Oversight

The supervisor for this consultancy will be the Representative, with inputs from the Partnerships Officer and Communications Section.

  1. TRAVEL

If UNICEF determines that the Contractor needs to travel in order to perform his or her assignment, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract: In cases where travel costs have not been set out in the individual contract, the consultant and individual contractors are expected to submit, within ten days of completion of a specific travel, a voucher for reimbursement of travel expenses to the Operations section. Reimbursements shall only be processed if travel was duly authorized in the individual contract or by an authorized manager of the contracting section, in writing and prior to the travel. Consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

  1. PAYMENT CONDITIONS: 

Payment will be conducted in a lumpsum on a monthly basis upon the completion of the estimated tasks and provision of the report. Payment will be in US Dollars. 

  1. UNSATISFACTORY PERFORMANCE:

Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect. 

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.  All materials developed will remain the copyright of UNICEF and that UNICEF will be free to adapt and modify them in the future. This ToR is an integral part of the contract (SSA) signed with the consultant. 

  1. QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/ EXPERIENCE REQUIRED
  • University degree in accounting, business administration, economics, marketing, or financial management
  • A minimum of five years of relevant professional work experience in fundraising, marketing, business administration, financial management
  • Strong management and organization skills
  • Solid understanding of fundraising mechanisms
  • Strong strategic thinking with good writing and communication
  • Outstanding negotiation skills
  • Experience of working with public and private sector counterparties
  • Prior experience and hands on knowledge of managing large scale fundraising projects is an asset
  • Working knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint)
  • Fluent English is an asset
