Associate IT Officer (Global Payroll, Absence & PAMS)

ORGANIZATIONAL CONTEXT
Associate Information Technology Officer (Global Payroll, Absence & PAMS) will function under direct supervision of the Senior IT Officer (PS-Global Payroll, Absence & PAMS), HRSS,DHRM, Budapest.  The incumbent will assist the daily operations of the MSRP Global Payroll & Absence Management ensuring the Payroll/Absence calculations are done correctly.  S/he will assist in providing Technical and Functional analysis to develop and implement new, or amend current configurations of Global Payroll and Absence Management modules. S/He will be working in a discreet working environment in which various Payroll/Personnel Administration/Performance related issues will be discussed and actions would be initiated. The confidentiality of all personnel matters and the need to deal with clients in a courteous and efficient manner are salient features of this position. The incumbent will liaise within the HRSS and other UNHCR services, and work closely with Project Management, Functional Specialist and external Managed Service Provider colleagues to ensure business requirements are met.

FUNCTIONAL STATEMENT
Accountability
- Assistance is provided in functional and technical activities related to Global Payroll, Absence Management and Performance Management modules.
- Standards for Global Payroll IT are set and improved over time.

Responsibility
- Provide operational and technical guidance to the Global Payroll/Absence team.
- Adhere to standards and policies for IT Development, and ensure that all team members adhere to those standards.
- Set IT related processes concerning Global Payroll/Absence and Performance modules.
- Ensure timely processing of the staff members' salaries.
- Work with the Payroll unit for smooth functioning of monthly production activities (i.e. salary payments).
- Work with the Absence Management unit for smooth functioning of monthly production activities (i.e. Absence balances).
- Assist Define salary plans and populate relevant data as per ICSC guidelines.
- Identify and resolve Global Payroll/Absence production related issues upon conducting thorough, written analysis of the problem.
- Contribute subject matter expertise for Global Payroll/Absence applications development.
- Assist functional and technical development activities related to Global Payroll/Absence modules.
- Ensure up-to-date maintenance of accurate financial data and other records related to payroll/Absence.
- Analyse and design the implementation of business solutions in the MSRP infrastructure as it relates to Global Payroll/Absence. Analyse any new business requirement to the product (System).
- Assist in preparing functional specifications and technical designs and, coordinate in the development of Global Payroll/Absence and other related modules.  Assist in analysing configuration changes and inform business community (UNHCR users) and management of the impact of such changes.
- Contribute to the provision of uninterrupted IT operations to the PS Global Payroll, Absence, Performance Management modules.
- Liaise with external Partners (i.e. other UN agencies such as UNJSPF and commercial entities like UNFCU, MEC).
- Liaise with internal IT services to manage and ensure smooth running of the Global Payroll/Absence system.
- Liaise with external Managed Service Providers to communicate functional Global Payroll/Absence related specifications, contribute expert knowledge and ensure delivery of solution on time.
- Keep abreast of market best practice to ensure successful technical design and Development.
- Ensure that the established deadlines relating to Pension Fund, year-end activities, Global Payroll disbursements are met through advance planning and distribution of work among the payroll staff.
- Undertake other tasks or assignments within his / her area of competence as directed by direct Supervisor.

Authority
- Assist in taking action and initiate measures to develop new changes in Payroll/Absence modules.
- Set and impose deadlines for transaction recording in the organization¿s HR and Payroll IT systems.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCEREQUIRED
- Undergraduate degree (equivalent of a BA/BS) plus minimum 3 years IT experience with at least 2 in Global-Payroll and Absence Management areas.
- Technical experience of service development in one or more application areas of relevance to UNHCR, e.g.:
    o     PeopleSoft Enterprise ERP
    o     PS Global Payroll & Absence Management
- Experience of developing detailed technical requirements for service development following a well-established Applications Development Lifecycle Methodology.
- Possessing deep technical expertise and specific technical skills required to manage external Managed Service Provider.
- Good knowledge of written and spoken English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- University degree in Information Technology.
- Experience of working with UNHCR business functions.
- Participation in one or more Payroll project (UN payroll would be preferred).
- Understanding of development tools in PeopleSoft like Global Payroll & Absence Management, People Tools, Application Engines, PS Query Tools, SQR HRMS benefits, SQL designer.
- Knowledge of the technical environment: Oracle/UNIX and other RDBMS like Oracle, MS SQL.
- Knowledge of system analysis and design.
