Field Security Adviser (Roving)

ORGANIZATIONAL CONTEXT

The primary role of the Field Security Adviser (Roving) is to raise security consciousness, build capacity, assist and support the Head of UNHCR Offices / Senior UNHCR Managers who are based outside the duty station. He/She requires to keeping them informed of appropriate safety planning for UNHCR staff and refugee operation. He/She will also work closely with relevant Administrative Officer(s) to ensure all security standards are observed in the given Office/operation. This includes an effective integration of UNHCR security plans and security measures into the UN Security arrangements in the country.
The Field Security Adviser (Roving) is required to undertake extensive missions to various UNHCR field / Sub Offices within the country in order to assess evaluate and monitor the established security measures for the UNHCR staff and the persons of concerns to UNHCR. The incumbent will assist the UNHCR offices to develop and maintain security procedures up to date and functional at all time in line with UN/UNHCR security standards.

The position is required to remain in contact with relevant security related staff at the UNHCR Field / Sub Offices. Similarly s/he requires remaining current with all the UNHCR Implementing partners and relevant national/ local security organs.

Subject to the developments in the local security scenarios and the continuous monitoring of the events, he/she is required to make recommendation to the Senior Field safety Adviser and the concerned UNHCR Representative.

The incumbent will be working in very volatile security situations and demanding circumstances that require constant vigilance and preparedness at all the time to respond to any life threatening situation.

FUNCTIONAL STATEMENT

Accountability
- Country operations receive practical and well-reasoned security advice and support toward helping ensure an appropriate level of safety for UNHCR¿s staff and operations and compliance with security guidelines and procedures.
- UNHCR benefits from effective relationships with host country law enforcement agencies and the UN Security Management System.
- Staff are aware of threats/risks and how to respond to them, understand and comply with guidelines and procedures.
- Security management is efficient, well-coordinated and consistent with policies and procedures.

Responsibility
- Advise and support the Representative and/or Head of Offices in managing staff safety and security of UNHCR staff, partners, operations, premises and refugees or persons of concern.
- Undertake periodic security assessments in close co-operation with UNHCR senior staff members and interagency partners, analysing security factors and levels of risk related to UNHCR activities and programmes.
- Evaluate existing security measures to determine their appropriateness and identify areas needing improvement.  Follow up with actions to oversee or implement those improvements.
- Advise on and assist in ensuring compliance with standards established through the Security Risk Management process.
- Assist in the development of plans for evacuation, medical evacuation and other contingencies. 
- In cooperation with UNHCR senior staff members, ensure that security measures are fully integrated into operational planning, including budgetary provisions, at the earliest stages of development.
- Participate and support in activities to advise on programme criticality assessment process.
- As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern by providing security assessments, analysis and advice in developing and implementing effective strategies which underpin the responsibilities of the host state.
- Develop and maintain relationships with security-related actors, including host government law enforcement authorities and other stakeholders to ensure effective information sharing; provide regular feedback and analysis to country managers.
- Maintain close co-operation with staff of the UN Department of Safety and Security (UNDSS), ensuring UNHCR's understanding of applicable requirements, cooperating in security assessments and planning and supporting UNDSS understanding of agency requirements.
- Support UNHCR staff serving as members of the country Security Management Team (SMT), or Area Security Management Team (ASMT), Area Security Coordinators (ASC) and Wardens.
- Provide country-relevant security advice and training to UNHCR staff, and where appropriate, to staff of  NGOs and implementing partners in areas including, inter alia, preparation for and conduct of  road  missions, radio telecommunications  and  responding to specific threats within the environment.
- Conduct rehearsals and practical exercises to ensure that staff are familiar with contingency plans and can implement them confidently in an emergency.
- Prepare periodic analytical reports on security in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and FSS.
- Maintain linkages with the Staff Welfare Section, and the Medical Service, referring cases as required.
- Undertake other security-related functions or responsibilities as delegated by the supervisor.

Authority
- Provide security-related advice, in written and oral form, to the manager and other staff.
- Advise on, and upon approval, implement, needed mitigating measures.
- Participate in criticality assessments.
- Represent UNHCR in interagency working groups and attend SMT or ASMT meetings as an observer.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Undergraduate degree (equivalent of BA/BS) with a focus on Security Management and/or related disciplines (Business Administration, Political/Social Science, International Relations) plus minimum 6 years of previous work experience relevant to the function, including 2 years security risk management experience in an international capacity. Graduate degree (equivalent of a Master's) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted. Also relevant would be military or police academy degree (at Officer level).
- Knowledge of English and UN working language of the duty station if not English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Proven competences in security analysis.
- Excellent communication skills, written and oral.
- Negotiating skills.
- Relevant training an asset.
- Knowledge of additional UN languages.

- As the regional political and security context has the potential to impact UNHCR operations in Jordan, an understanding of the domestic and regional context is a desired attribute as well as the ability to report on any significant developments to senior management. - With more than 750,000 registered refugees, including some 90% from Syria, Jordan is among UNHCR¿s largest operations.
- UNHCR Jordan is mainly an urban refugee operation, with 80% of refugees living outside camps in urban areas. This causes a significant strain on public services including schools, shelter, water supplies and health facilities. Support to communities hosting large numbers of refugees and individual vulnerable Jordanians has been bolstered.
- Key areas of the urban programme include nationwide outreach and home visits to identify and track Syrian refugees, a cash assistance programme for the most vulnerable families, mobile registration teams, urban helpdesks, and coordination with CBOs, national partners and municipalities.
- The UNHCR Jordan operation is complex, dynamic and innovative and often implements its programmes through original approaches, maximizing the use of advanced technology to make its programmes constantly more efficient. The operation moves at high speed and requires regular adaptability and flexibility.
- There are two FSAs and 10 AFSAs for the entire Jordan operation in addition to radio room staff in Azraq and Za'atari.
- Nationally, UNHCR has a coordination role in the refugee camps of Azraq and Za'atari.
- UNHCR also directly manages three registration centres, a reception centre and conducts mobile registration and help desk activities in all of Jordan's governorates.
- In March 2016, the SMT voted to approve the NE of Jordan as a separate security zone and UNHCR has assumed the position of Area Security Coordinator The position is based in Amman, an ¿A¿ duty station with good accommodation, public facilities/services and availability of amenities. Road conditions are relatively good for convenient travel around the country.
Field locations are different in governorates in the North and South (A and B category).
Hot and dry weather conditions during summer and mild to cold winter. Most houses are equipped with diesel or electrically operated heating system. The overall safety and security situation of the Hashemite Kingdom of Jordan is stable. Jordan is considered to be one of the most solid countries in the Middle East due to its very effective security apparatus.
The security level for the country is assessed as Level ¿ I (MINIMAL), except the Syrian-Jordanian border area is at level II (LOW), while the Eastern part of that same border including the Iraqi border is at Level IV (SUBSTANTIAL).
No significant terrorist attacks took place in Amman since 2005. As in several parts of the world and in the region, fear of lone wolf attacks is potentially possible in Jordan. Vigilance and situational awareness are encouraged at all times.
Crime level is considered to be Low in Jordan. Petty and opportunistic crimes were reported at tourist sites and crowded areas. Demonstrations, strikes, sit-ins, and sometimes road blockages can take place in Jordan Desired Skills and Competencies:
- Previous experience in the UN Security Management System (UNSMS).
- Previous IDP/refugee camp experience desirable.
- Sound analytical skills.
- Strong reporting skills - in both written and verbal formats.
- Excellent interpersonal skills.
- Problem-solving and crisis management skills.
- Knowledge of Arabic is desirable but not essential.
- Ability to conduct security related training.
