ICT Officer

ORGANIZATIONAL CONTEXT

Under the supervision of Senior ICT Officer or Senior Administrative Officer, the incumbent implements the ICT operational plan in a well defined geographical area. They provide technical supervision and guidance to locally recruited staff and ensure that ICT equipment is fully operational at all times.
Internally, the incumbent liaises directly with own Service Delivery Team on a daily basis as well as with end users to clarify, analyse and resolve reported issues. S/he may also liaise with external service providers, as required, to resolve escalated infrastructure issues.

FUNCTIONAL STATEMENT

Accountability

- UNHCR Country operation has modern and cost-effective ICT systems.
- UNHCR ICT equipment and data are protected.

Responsibility

- Participate in the assessment of operational and security infrastructure needs in each UNHCR office in the area of responsibility (AOR).
- Supervise the implementation of the ICT operations plan and thereafter ensures that all equipment is in good working conditions at all times as to meet the ICT needs of the offices.
- Discuss infrastructure needs with the Head of offices in the AOR and provide input for the budget submission.
- Monitor and coordinate the work of other ICT staff as directed by the Head of Offices in accordance with the standards set by Headquarter.
- Maintain an up-to-date inventory of all infrastructure equipment under AOR.
- Provide coaching, and training to ICT staff and users. Draft procedures and instructions to promote a better understanding of the use of the ICT equipment.
- Participate in the assessment of security related projects in coordination with the Field Security Advisor and assists in the formulation of recommendations for security communications.
- Promote relation with UNHCR implementing partners to enhance communication and avoid duplication of efforts.
- Liaise with the National Regulatory Authority to ensure that licenses and permissions required to operate UNHCR Networks are granted.
- Assist and advises offices in the recruiting and training of ICT staff.
- Actively participates in ICT related meetings to ensure that all decisions taken meet UNHCR's operational and security requirements.
- Liaise directly with end users to clarify, analyse and resolve reported issues, delivering high standards of customer service.
- Undertake other tasks or assignments within his / her area of competence as directed by Supervisor/Head of Service.

Authority

- Decide on appropriate resolution to incidents / problems.
- Escalate issues to supervisor if incident / problem cannot be resolved with scope of responsibility.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Undergraduate degree (equivalent of a BA/BS) in Information Systems, Telecoms or related fields plus minimum 6 years of previous job experience in the ICT support. Graduate degree (equivalent of a Master¿s) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted.
- Knowledge of radio systems, LAN installation and support, messaging infrastructure.
- Knowledge of LAN configuration and network implementation.
- Knowledge of different satellite and terrestrial communications and network systems.
- Knowledge of English and UN working language of the duty station if not English.

***For National Officer positions, very good knowledge of local language and local institutions is essential.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Hands-on experience with wireless and VOIP systems and knowledge of Windows 200/2003 Server, Linux Server, and network monitoring software an asset.
- Knowledge of additional UN languages.

The ICT Officer will be under the supervision of the Senior Admin/Finance Officer and will supervise the ICT Unit. The incumbent will support and collaborate with all functional areas of the Egypt operation. An ICT professional with proven experience is needed to address the diverse demands of a large and evolving operation.

In term of ICT infrastructure, the operation has 4 locations with UNHCR standard ICT installation, including data, voice, and security communications services. As ICT focal person for the entire operation including the representation in Cairo (in 3 locations) and a field office in Alexandria, the ICT Officer will be the overall coordinator of ICT business in the Egypt Operation and will work in close collaboration with the Regional ICT team based in Amman, Jordan. S/He must ensure that, adequate responses to operations are well implemented without delay. Other than coordinating the curative maintenance of all the ICT infrastructures, the incumbent will ensure routine functioning of the ICT systems. This includes assessment of ICT needs, maintenance of all ICT equipment and all connectivity installations (voice communication, servers, wireless, and cabling etc.). Solid knowledge of Cisco systems especially in networking areas including wireless and voice over IP is necessary. UNHCR Egypt has four office locations, three in different parts of Cairo and one in the field in Alexandria, with a staff component of 280 staff in Cairo and Alexandria. The Office works directly with 13 partners, within the broader 3RP response, as well as within the UNPDF, the office has additional INGO/NGO, UN sister agency and governmental partners. Egypt is a beautiful country full of historic and cultural significance, coupled with multiple touristic sites and locations that can be visited and enjoyed, a welcomed relief to the otherwise heavy demands of daily work.
Cairo, largest city in Egypt, is a cosmopolitan city, bustling with life; caution however is needs for certain religious and cultural sensitivities of the country and region. Cairo experiences highs and lows of temperatures, at different times of the year.

Cairo is a family Duty Station Category (A) and has relatively good areas for accommodation within major neighborhoods such as Zamalek, Sheikh Zayed/October, Maadi, amongst other gated communities within the City. The cost of accommodation varies and depends the location and the preferences of the incumbent. The cost of food, drink and clothing will depend on particular lifestyle demands but there is a variety of choice. International banks such as HSBC and CIB are available. Cairo has good health and educational facilities that meet international standards.

Cairo has an extensive transportation network - road, rail, air, maritime and subway system. Road transport is facilitated by personal vehicles, taxi cabs and transport services. Pollution, including noise pollution, can be problematic and traffic jams are a normal. With the security measures in place the majority of Egypt is at Security Level 2 (Low) with the exception of the Western Desert, which is Security Level 3 (Moderate) and the North Sinai, which is Security Level 5 (High). UNHCR Egypt currently operates mainly in Low to Moderate security level areas and does not have operations in areas with High security levels.

The security situation is relatively stable. However there have been a number of attacks on security (police and military) forces and on rare occasions religious and tourism sites.  Civil unrest since 2015 is low, there are very rarely large demonstrations or public disorder incidents.

The crime rate in the country is moderate with some incidents particularly in the larger cities (Cairo and Alexandria) such as thefts, burglary and robbery. Also of note some bag snatchers (especially against females). Sexual harassment against women and girls is high in the country targeting both Egyptian and International staff.

Hazards are the most challenging safety issue as road accidents are common in Egypt, due to poor road conditions, dangerous driving and non-enforcement of traffic laws. Vulnerability to staff is enhanced when they do not practice basic safety measures such as the wearing of seat belts. Fires in apartments are a hazard, with electricity standards low causing electrical fires. Vulnerability to staff is exacerbated by staff not following advisories, such as to install smoke detectors and fire extinguishers in their residences. Motivated, hard-working and well-organized.
